WEM 5.01 WEM 5.01Purpose. The purpose of this chapter is to establish guidelines for the computer grant to committees as required by s. 323.60 (2) (bg), Stats.

WEM 5.02 WEM 5.02Definitions. In this chapter:
WEM 5.02(1) (1) “Committee" has the meaning given in s. 323.60 (1) (b), Stats.
WEM 5.02(2) (2) “Division" means the division of emergency management.
WEM 5.02(3) (3) “Grant period" is a 12 month time frame as established by the division.

WEM 5.03 WEM 5.03Eligibility. Any committee may apply to the division for an annual computer equipment grant.
WEM 5.03 Note Note: Grant applications shall be submitted to the Wisconsin Emergency Management, Regional Office, with jurisdiction over the committee, on forms prescribed by the division.

WEM 5.04 WEM 5.04Procedures.
WEM 5.04(1) (1) The division shall establish specific grant procedures to implement this section and shall make the procedures available annually to the committees.
WEM 5.04(2) (2) The grant procedures shall define in-kind match.
WEM 5.04(3) (3) Committees may amend grant applications as prescribed by the division.
WEM 5.04(4) (4) The grant application and reimbursement request due dates shall be established by the division.
WEM 5.04(5) (5) The grant application and reimbursement request must be approved by the committee prior to submission to the division.
WEM 5.04(6) (6) Records concerning the grant program, including documentation of expenditures, shall be maintained and available for audit purposes according to state and federal requirements.
WEM 5.04(7) (7) The computer equipment grant may be combined with any other committee grant administered by the division.
WEM 5.04 Note Note: The grant procedures shall be distributed by the division to the committees along with the grant application materials.

WEM 5.05 WEM 5.05Eligible costs.
WEM 5.05(1) (1) A committee may receive a computer grant under this chapter for the purchase of computer equipment to be used for specific use within the county emergency management program to comply with ss. 323.60 and 323.61, Stats., 42 USC 11001-11050, 49 CFR 110, and other hazardous materials planning requirements that may be required by federal or state law.
WEM 5.05 Note Note: 42 USC 11001-11050 refers to Title III of the Superfund Amendments and Reauthorization Act. 49 CFR 110 refers to Hazardous Materials Public Sector Training and Planning Grants.
WEM 5.05(2) (2) Computer grants under this chapter shall be based on a 4 year grant cycle which shall begin with the 1996 grant year. For one year of the 4 year grant cycle, up to a maximum of $6,000 of the cost of computer equipment shall be eligible for reimbursement. For each of the remaining 3 years of the 4 year grant cycle, up to a maximum of $2,000 of the cost of computer equipment shall be eligible for reimbursement.
WEM 5.05(3) (3) Computer equipment must be purchased during the grant period to be eligible for reimbursement from the annual computer grant, for that grant period. Equipment purchased during a specific grant period can only be reimbursed from the grant covering that specific period.
WEM 5.05(4) (4) The division shall determine what computer equipment will be eligible during a grant period and shall include this information with the grant application.
WEM 5.05(5) (5) The percentage cost of computer equipment which shall be eligible during a grant period is as specified in s. 323.61 (2) (br), Stats.

WEM 5.06 WEM 5.06Ineligible costs. The division shall not make a grant for any of the following:
WEM 5.06(1) (1) Undocumented costs.
WEM 5.06(2) (2) Costs for any computer equipment charged against any other state grant.
WEM 5.06(3) (3) Computer equipment costs for which any other gifts or grants have been received by the committee in an amount greater than the statutory eligible percentage of the cost of the equipment.
WEM 5.06(4) (4) Other costs determined ineligible by the division.

WEM 5.07 WEM 5.07Appeals process. The division shall establish an appeals process by which committees can appeal computer grant determinations.
