AB1044-ASA1-AA3,1,1 At the locations indicated, amend the substitute amendment as follows:

AB1044-ASA1-AA3,1,2 1. Page 1, line 8: after the first "plan" insert "through a premium reduction".

AB1044-ASA1-AA3,1,3 2. Page 2, line 5: after "increase" insert "; premium reduction".

AB1044-ASA1-AA3,1,4 3. Page 2, line 9: after " increase" insert "; premium reduction".

AB1044-ASA1-AA3,1,5 4. Page 2, line 10: delete "619.14 (5) (am)" and substitute "619.167".

AB1044-ASA1-AA3,1,7 5. Page 3, line 22: delete the material beginning with that line and ending with page 4, line 4.

AB1044-ASA1-AA3,1,8 6. Page 4, line 11: after that line insert:

AB1044-ASA1-AA3,1,9 " Section 15m. 619.167 of the statutes is created to read:

AB1044-ASA1-AA3,2,2 619.167 Reductions in premiums for other eligible persons. (1) The board may use the moneys appropriated under s. 20.145 (7) (b) to reduce premiums during the fiscal year beginning on July 1, 1996, for eligible persons who do not receive a premium subsidy under s. 619.165, who have a household income, as defined in s. 71.52 (5), that is less than $40,000 and who apply to the board for a reduction in their premium.

AB1044-ASA1-AA3,2,6 (2) If the board reduces premiums under sub. (1), the board shall direct the administering carrier to collect, under s. 619.16 (3) (b), from the eligible persons under sub. (1) the premiums as reduced under sub. (1) rather than the premiums established by the commissioner.

AB1044-ASA1-AA3,2,9 (3) The commissioner shall forward to the board moneys appropriated under s. 20.145 (7) (b) in an amount sufficient to pay for any premium reductions under sub. (1).".
