10Any person who believes that he or she has been adversely affected by a violation of
11s. 303.10 (4) may, within 30 days after the alleged violation occurs, file a complaint
12with the employment relations commission. The commission shall receive and
13process the complaints. If the commission determines, after investigation, that
14probable cause exists to believe a violation of s. 303.10 (4) has occurred, the

1commission shall proceed with notice and a hearing on the complaint as provided in
2ch. 227.".
