AB557-ASA1-AA21,1,11 At the locations indicated, amend the substitute amendment as follows:
AB557-ASA1-AA21,1,3 21. Page 3, line 17: after the semicolon insert: "restricting the use of state or
3federal funds for a major highway project on USH 12;".
AB557-ASA1-AA21,1,4 42. Page 28, line 4: after that line insert:
AB557-ASA1-AA21,1,5 5" Section 53m. 84.013 (3) (re) of the statutes is amended to read:
AB557-ASA1-AA21,1,86 84.013 (3) (re) USH 12 extending approximately 18.2 miles between the USH
712/14 interchange area in Middleton and STH 60 in Dane and Sauk counties.
8Construction of this major highway project is subject to sub. (10).".

AB557-ASA1-AA21,1,10 10" Section 54m. 84.013 (10) of the statutes is created to read:
AB557-ASA1-AA21,1,1211 84.013 (10) Construction of the major highway project specified under sub. (3)
12(re) is subject to the following limitations:
AB557-ASA1-AA21,2,513 (a) No state or federal funds appropriated for the department may be expended
14for any highway construction, reconstruction or reconditioning that results in

1additional lanes or for any preliminary engineering and design work and studies
2relating to highway construction, reconstruction or reconditioning that would result
3in additional lanes, except that this prohibition with respect to additional lanes does
4not apply to any additional lane on a limited segment of the major highway project
5for purposes directly related to improving safety and reducing traffic accidents.
AB557-ASA1-AA21,2,86 (b) Nothing in par. (a) prohibits the expenditure of state or federal funds for
7maintenance, resurfacing, reconditioning or reconstruction to improve safety and
8reduce traffic accidents that does not result in additional lanes.
AB557-ASA1-AA21,2,109 (c) The department may not expend more than $20,000,000 for construction of
10this major highway project.".
