AB557-ASA1-AA26,1,11 At the locations indicated, amend the substitute amendment as follows:
AB557-ASA1-AA26,1,2 21. Page 62, line 11: after that line insert:
AB557-ASA1-AA26,1,3 3" Section 163b. 343.14 (3) of the statutes is amended to read:
AB557-ASA1-AA26,1,124 343.14 (3) The department shall, as part of the application process, take a
5photograph of the applicant to comply with s. 343.17 (3) (a) 2. Except where
6specifically exempted by statute or by rule of the department, no application may be
7processed without the photograph being taken. In the case of renewal licenses, the
8photograph shall be taken once every 4 6 years, and shall coincide with the
9appearance for examination which is required under s. 343.16 (3). The department
10may make provision for issuance of a license without a photograph if the applicant
11is stationed outside the state in military service and in specific situations where the
12department deems such action appropriate.".

1343.16 (3) (a) The department shall examine every applicant for the renewal
2of an operator's license once every 4 6 years. The department may institute a
3method of selecting the date of renewal so that such examination shall be required
4for each applicant for renewal of a license to gain a uniform rate of examinations.
5The examination shall consist of a test of eyesight. The department shall make
6provisions for giving such examinations at examining stations in each county to all
7applicants for an operator's license. The person to be examined shall appear at the
8examining station nearest the person's place of residence or at such time and place
9as the department designates in answer to an applicant's request. In lieu of
10examination, the applicant may present or mail to the department a report of
11examination of the applicant's eyesight by an ophthalmologist, optometrist or
12physician licensed to practice medicine. The report shall be based on an examination
13made not more than 3 months prior to the date it is submitted. The report shall be
14on a form furnished and in the form required by the department. The department
15shall decide whether, in each case, the eyesight reported is sufficient to meet the
16current eyesight standards.".

AB557-ASA1-AA26,2,18 18" Section 167m. 343.20 (1) (a) of the statutes is amended to read:
AB557-ASA1-AA26,3,719 343.20 (1) (a) Except as otherwise expressly provided in this chapter,
20reinstated licenses, probationary licenses issued under s. 343.085 and original
21licenses other than instruction permits shall expire 2 years from the date of the
22applicant's next birthday. All other licenses and license endorsements shall expire
23 4 years after the date of issuance 6 years from the date of the applicant's next
24birthday or, for a license that is expired at the time of renewal, 5 years from the date

1of the applicant's next birthday
. The department may institute any system of initial
2license issuance which it deems advisable for the purpose of gaining a uniform rate
3of renewals. In order to put such a system into operation, the department may issue
4licenses which are valid for any period less than the ordinary effective period of such
5license. If the department issues a license that is valid for less than the ordinary
6effective period as authorized by this paragraph, the fees due under s. 343.21 (1) (a),
7(b) and (d) shall be prorated accordingly.
AB557-ASA1-AA26, s. 167p 8Section 167p. 343.20 (1) (e) (intro.) of the statutes is amended to read:
AB557-ASA1-AA26,3,129 343.20 (1) (e) (intro.) Upon payment in full of the fees required by s. 343.21, the
10department shall issue to a qualified person an original operator's license that
11expires 3 5 years after the person's next birthday, but only if the person meets one
12of the following requirements:".

AB557-ASA1-AA26,3,16 14"(11g) Driver's license renewals. The treatment of sections 343.14 (3), 343.16
15(3) (a) and 343.20 (1) (a) and (e) (intro.) of the statutes takes effect on January 1,
161996.".
