ASSEMBLY AMENDMENT 14, To ASSEMBLY SUBSTITUTE AMENDMENT 2, To 1995 ASSEMBLY BILL 557

AB557-ASA2-AA14,1,1 At the locations indicated, amend the substitute amendment as follows:

AB557-ASA2-AA14,1,4 1. Page 4, line 12: increase the dollar amount for fiscal year 1995-96 by $18,430,000 and increase the dollar amount for fiscal year 1996-97 by $74,368,600 to increase funding for the purpose for which the appropriation is made.

AB557-ASA2-AA14,1,7 2. Page 4, line 19: increase the dollar amount for fiscal year 1995-96 by $2,205,200 and increase the dollar amount for fiscal year 1996-97 by $5,931,000 to increase funding for the purpose for which the appropriation is made.

AB557-ASA2-AA14,1,8 3. Page 5, line 13: delete lines 13 to 20.

AB557-ASA2-AA14,1,11 4. Page 11, line 3: decrease the dollar amount for fiscal year 1995-96 by $4,664,400 and decrease the dollar amount for fiscal year 1996-97 by $4,664,400 to decrease funding for the purposes for which the appropriation is made.

AB557-ASA2-AA14,1,12 5. Page 14, line 10: delete lines 10 and 11.

AB557-ASA2-AA14,2,3 " Section 62m. 85.20 (4m) (a) of the statutes is amended to read:

AB557-ASA2-AA14,2,7 85.20 (4m) (a) From the amounts appropriated under s. 20.395 (1) (bq), except as provided in par. (ar), an amount equal to 42% of the projected operating expenses of each eligible applicant's urban mass transit system shall be allocated to each eligible applicant.

AB557-ASA2-AA14, s. 64m Section 64m. 85.20 (4m) (ar) of the statutes is created to read:

AB557-ASA2-AA14,2,16 85.20 (4m) (ar) The department shall make supplemental payments of state aid from the appropriation under s. 20.395 (1) (bq) to each applicant within an urban area having a population as shown in the 1990 federal decennial census of not more than 200,000. Notwithstanding pars. (a) and (em) 1., the sum of the state aid allocations made to an applicant under this paragraph and par. (a) may exceed the percentage of projected operating expenses specified in pars. (a) and (em) 1., proportionately distributed to each eligible applicant, as determined by the department.

AB557-ASA2-AA14,2,19 2. From the appropriation under s. 20.395 (1) (bq), the department shall allocate $237,600 in fiscal year 1995-96 and $962,400 in fiscal year 1996-97 for the purpose of making supplemental payments of state aid under subd. 1.

AB557-ASA2-AA14, s. 66m Section 66m. 85.20 (4m) (em) 1. of the statutes is amended to read:

AB557-ASA2-AA14,2,23 85.20 (4m) (em) 1. An Except as provided in par. (ar), an amount equal to 42% of the audited operating expenses for the project year of the applicant's urban mass transit system.".

AB557-ASA2-AA14,3,1 9. Page 76, line 16: delete lines 16 to 19 and substitute:

AB557-ASA2-AA14,3,4 "(9tx) Mass transit operating assistance. The treatment of section 85.20 (4m) (a), (ar) and (em) 1. of the statutes first applies to state mass transit operating assistance payments for calendar year 1996.".

AB557-ASA2-AA14,3,5 10. Page 77, line 15: delete lines 15 to 18 and substitute:

AB557-ASA2-AA14,3,7 "(8tx) Mass transit operating assistance. The treatment of section 85.20 (4m) (a), (ar) and (em) 1. of the statutes takes effect on January 1, 1996.".

AB557-ASA2-AA14,3,8 11. Page 74, line 16: after that line insert:

AB557-ASA2-AA14,3,12 "(9gt) Executive assistant position. The authorized FTE positions for the department of transportation, funded from the appropriation under section 20.395 (4) (aq) of the statutes, are decreased by 1.0 SEG executive assistant position appointed under section 15.05 (3) of the statutes.".
