AB69-AA11,1,11 At the locations indicated, amend the bill as follows:
AB69-AA11,1,3 21. Page 2, line 6: delete "Nothing" and substitute: "Except as provided in par.
3(c), nothing".
AB69-AA11,1,5 42. Page 2, line 12: delete "If" and substitute: "Except as provided in par. (c),
5if".
AB69-AA11,1,6 63. Page 2, line 19: after that line insert:
AB69-AA11,1,15 7"(c) For any city with a population of more than 50,000 if, in 1993 or any year
8thereafter, the percentage of homicides committed in the city with a firearm exceeds
950% of all homicides committed in the city during the year, nothing in this section
10prohibits such a city from enacting and enforcing an ordinance or adopting and
11enforcing a resolution, after the effective date of this paragraph .... [revisor inserts
12date], that regulates the sale, purchase, purchase delay, transfer, ownership, use,
13keeping, possession, bearing, transportation, licensing, permitting, registration or
14taxation of any firearm if the ordinance or resolution is approved in a referendum
15that is held in the city.

1(d) No ordinance or resolution that is enacted or adopted under sub. (2) or which
2is subject to par. (a), (b) or (c) applies to or may be enforced against an individual who
3is traveling directly through the political subdivision in which the ordinance or
4resolution is in effect if the individual is a nonresident of that political subdivision
5and if the firearm is unloaded and encased while the individual is in the political
6subdivision.".
