SB266-SSA2,1,3 1An Act to amend 20.866 (2) (z) (intro.) of the statutes; relating to: authorizing
2the funding and construction of the Northern Great Lakes Regional Visitor
3Center and granting bonding authority.
The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
SB266-SSA2, s. 1 4Section 1. 20.866 (2) (z) (intro.) of the statutes, as affected by 1995 Wisconsin

, is amended to read:
SB266-SSA2,1,136 20.866 (2) (z) Building commission; other public purposes. (intro.) From the
7capital improvement fund, a sum sufficient to the building commission for relocation
8assistance and capital improvements for other public purposes authorized by law but
9not otherwise specified in this chapter. The state may contract public debt in an
10amount not to exceed $733,456,000 $737,556,000 for this purpose. Of this amount,
11$150,000,000 is allocated for the Wisconsin initiative for state technology and
12applied research program. The total amount of debt authorized for this program may
13not exceed the following amounts on the following dates:

1(1)  1995-97 State building program additions. In 1995 Wisconsin Act 27,
2section 9108 (1), the following new paragraph is created to add the following new
3project to the 1995-97 state building program and the appropriate totals are

SB266-SSA2,3,117 (a) The building commission shall include, in its report under section 13.48 (6)
18of the statutes, for the 1997-99 state building program, specific recommendations
19and priorities for the following project to be funded from general fund supported

SB266-SSA2,3,92 (b) The building commission shall include, in its report under section 13.48 (6)
3of the statutes, for the 1997-99 state building program, specific recommendations
4and priorities for the following project to be funded from federal funds: - See PDF for table PDF
SB266-SSA2,3,2310 (2) Northern Great Lakes Regional Visitor Center. If the building
11commission approves the Northern Great Lakes Regional Visitor Center project, the
12building commission shall authorize the contracting of public debt under section
1320.866 (2) (z) of the statutes, as affected by this act, for the purpose of making
14payments to the federal government for the construction of the center. The total
15amount of the payments under this subsection shall be determined by the building
16commission, but shall not exceed the lesser of the amount enumerated in the state
17building program for the project under general fund supported borrowing or the
18amount of federal funding provided for constructing the center. The building
19commission may not make payments under this subsection, unless the department
20of administration has reviewed and approved the plans for the center.
21Notwithstanding sections 16.85 (1) and 16.855 (1) of the statutes, the department of
22administration shall not supervise any services or work or let any contract for the
23project. Sections 16.87 and 16.89 of the statutes do not apply to the project.
