SB285-SA1,1,11 At the locations indicated, amend the bill as follows:
SB285-SA1,1,2 21. Page 1, line 3: delete "and" and substitute a comma.
SB285-SA1,1,4 32. Page 1, line 5: after "parties" insert: ", granting rule-making authority and
4providing an exemption from emergency rule procedures".
SB285-SA1,1,5 53. Page 4, line 6: after that line insert:
SB285-SA1,1,6 6" Section 6m. 16.75 (11) of the statutes is created to read:
SB285-SA1,1,97 16.75 (11) (a) In this subsection, "consumer price index" means the average of
8the consumer price index over each 12-month period, all items, U.S. city average, as
9determined by the bureau of labor statistics of the U.S. department of labor.
SB285-SA1,2,710 (b) The department may, by rule, biennially adjust the dollar amounts specified
11in subs. (1) (b) and (c), (2m) (b) and (c) and (6) (c) by an amount not exceeding the
12amount determined in accordance with this subsection. To determine the maximum
13adjustment, the department shall calculate the percentage difference between the
14consumer price index for the 12-month period ending on December 31 of the most
15recent odd-numbered year and the consumer price index for the base period,
16calendar year 1995. The department may adjust the amounts specified under subs.

1(1) (b) and (c), (2m) (b) and (c) and (6) (c) by an amount not exceeding that amount
2biennially, rounded to the nearest multiple of $1,000. If after such rounding the
3amounts are different than the amounts currently prescribed, the department shall
4by rule prescribe revised amounts, which amounts shall be in effect until a
5subsequent rule is promulgated under this subsection. Notwithstanding s. 227.24
6(3), determinations under this subsection may be promulgated as an emergency rule
7under s. 227.24 without a finding of emergency.".
SB285-SA1,2,8 84. Page 4, line 14: after that line insert:
SB285-SA1,2,11 9"(3)Thresholds for application of state procurement procedures. The
10treatment of section 16.75 (11) of the statutes first applies to adjustment of dollar
11amounts for the 2-year period beginning on January 1, 1997.".
