(2) The legislature determines that a district including a county with a
5population of more than 500,000 serves a public purpose in that county and all
6counties that are contiguous to that county by providing recreation, by encouraging
7economic development and tourism, by reducing unemployment and by bringing
8needed capital into the multicounty area for the benefit of people in the multicounty
9area.".

(7) "Supermajority" means not less than 60% of the members of the district
12board.".

14"(a) A number of persons equal to the number of counties within the jurisdiction
15of the district plus one, appointed by the governor. At least one of the persons

9most populous county within the jurisdiction of the district, appointed by the chief

13appointment and qualification, subject to confirmation or rejection by a majority of
