4on line 7, and substitute: "of more than 500,000, all counties that are contiguous to
5that county and the 3rd least populous county that is contiguous to a county that
6touches another with a population of more than 500,000 only at a corner and that are
7not already included in a different district. Once created, a district's jurisdiction is
8fixed even if the population of other counties within the district subsequently exceed
