AB197-AA1,1,11 At the locations indicated, amend the bill as follows:
AB197-AA1,1,3 21. Page 1, line 2: after "tires" insert ", waste tire reimbursement payments and
3making an appropriation".
AB197-AA1,1,4 42. Page 1, line 3: before that line insert:
AB197-AA1,1,5 5" Section 1d. 20.370 (2) (da) of the statutes is created to read:
AB197-AA1,1,106 20.370 (2) (da) Waste tire removal and recovery programs; program activities.
7A sum sufficient, not to exceed the amount lapsed from the appropriation account
8under s. 20.370 (2) (dj), 1995 stats., on June 30, 1997, for waste tire grant payments
9under 1997 Wisconsin Act .... (this act), section 2e and tire dump nuisance abatement

AB197-AA1,2,9 3(1) During the 1997-99 fiscal biennium, from the appropriation under section
420.370 (2) (da) of the statutes, as created by this act, the department of natural
5resources shall make a payment to each person who received a waste tire
6reimbursement grant under sections NR 555.08 to 555.12, Wisconsin Administrative
7Code, for waste tires used during 1995 if the grant was prorated. The payment may
8not exceed the amount by which the grant was reduced because it was prorated. The
9total amount of the payments under this section may not exceed $1,135,700.
AB197-AA1,2,16 10(2) If funds are available for expenditure during the 1997-99 fiscal biennium
11from the appropriation under section 20.370 (2) (da) of the statutes, as created by this
12act, after making the payments under subsection (1), the department shall expend
13funds from that appropriation for nuisance abatement under section 289.55 of the
14statutes at tire dumps, as defined in section 289.55 (1) (b) of the statutes, as affected
15by this act, that contain solid waste resulting from manufacturing tires. The
16department may not expend more than $400,000 for this purpose.
AB197-AA1,2,22 17(3) If funds are available for expenditure during the 1997-99 fiscal biennium
18from the appropriation under section 20.370 (2) (da) of the statutes, as created by this
19act, after funding the nuisance abatement under subsection (2), the department may
20expend the funds for nuisance abatement under section 289.55 of the statutes at tire
21dumps, as defined in section 289.55 (1) (b) of the statutes, as affected by this act, that
22do not contain solid waste resulting from manufacturing tires.
AB197-AA1, s. 2m 23Section 2m. Effective dates. This act takes effect on the day after
24publication, except as follows:

1(1)The creation of section 20.370 (2) (da) of the statutes takes effect on July 1,
21997.
AB197-AA1,3,4 3(2)The repeal of section 20.370 (2) (da) of the statutes takes effect on June 30,
41998.".
