Page 5, line 16: after "located." insert "Failure of the mayor or city manager, village president or town board chairperson or his or her designee to make the appointments under this paragraph and the inability of the child welfare agency or group home operator to make those appointments do not constitute grounds for the department to deny licensure of the child caring institution or group home.".
