AB516-SSA1,1,4 1An Act to repeal 287.31 (3) (c) 2s.; to amend 287.31 (3) (c) 2m. and 3.; and to
2create
287.31 (3) (c) 4. and 287.31 (4) (d) of the statutes; relating to: the
3specified minimum percentage of postconsumer fiber contained in newsprint
4and the newspaper recycling fee.
The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
AB516-SSA1, s. 1 5Section 1. 287.31 (3) (c) 2m. and 3. of the statutes are amended to read:
AB516-SSA1,1,66 287.31 (3) (c) 2m. 1998, 40% through 2000, 33%.
AB516-SSA1,1,77 3. 2001 and thereafter, 45% through 2002, 37%.
AB516-SSA1, s. 2 8Section 2. 287.31 (3) (c) 2s. of the statutes is repealed.
AB516-SSA1, s. 3 9Section 3. 287.31 (3) (c) 4. of the statutes is created to read:
AB516-SSA1,1,1010 287.31 (3) (c) 4. 2003 and thereafter, 40%.
AB516-SSA1, s. 4 11Section 4. 287.31 (4) (d) of the statutes is created to read:

1287.31 (4) (d) The secretary may exempt from the newspaper recycling fee
2imposed under sub. (2) all publishers of newspapers that meet or exceed 30% recycled
3content for the year. The secretary may not grant an exemption under this
4paragraph to some publishers without also exempting every publisher who qualifies
5under this paragraph. This paragraph does not apply after December 31, 1999.
