ASSEMBLY SUBSTITUTE AMENDMENT 1,
TO 1997 ASSEMBLY JOINT RESOLUTION 67

AJR67-ASA1,1,2 1Relating to: memorializing the United State Congress to cease certain activities of
2the United Nations and directing distribution.
AJR67-ASA1,1,33 Whereas, the United States is an independent, sovereign nation; and
AJR67-ASA1,1,64 Whereas, Article VI of the United States Constitution states that "all treaties
5made, or which shall be made, under the authority of the United States, shall be the
6supreme law of the land"; and
AJR67-ASA1,1,87 Whereas, the ratification of the United Nations Charter (Treaty) violates the
8United States Constitution; and
AJR67-ASA1,1,139 Whereas, chapter VI of the United Nations Charter requires all member
10nations to contribute what is needed to keep peace, including armed military
11personnel, effectively putting our troops under foreign command, and this is in direct
12conflict with Article II, Section 2, of the United States Constitution, which states that
13only the President is Commander in Chief of the armed forces; and

1Whereas, chapters IX and X of the United Nations Charter give the United
2Nations the authority to enforce domestic policy dealing with equal employment,
3human rights, economic development, cultural matters and matters relating to
4health, and this is in direct conflict with the powers enumerated for the United
5States Congress in the United States Constitution Article I, Section 8; and
AJR67-ASA1,2,96 Whereas, chapter XVI of the United Nations Charter, including Articles 102 to
7105, gives the United Nations the right to "physically come onto or occupy the land
8territory of a member state, for the fulfillment of its" purposes, and this is in direct
9conflict with the Fourth Amendment to the United States Constitution; and
AJR67-ASA1,2,1210 Whereas, the above examples illustrate a direct conflict between the United
11States Constitution and the United Nations Charter, so that a Supreme Court ruling
12is needed to decide which document takes precedence; now, therefore, be it
AJR67-ASA1,2,15 13Resolved by the assembly, the senate concurring, That, at the request of
14certain citizens, the legislature of the state of Wisconsin memorializes the United
15States Congress to stop appropriating funds to the United Nations; and, be it further
AJR67-ASA1,2,21 16Resolved, That the legislature of the state of Wisconsin directs the attorney
17general of the state of Wisconsin to file in the United States Supreme Court a
18complaint for declaratory judgment, injunctive relief and equitable relief against the
19U.N. secretary general and the United Nations organization, with the authority of
20original jurisdiction, Article III, Section 2, of the Constitution of the United States;
21and, be it further
AJR67-ASA1,3,2 22Resolved, That the assembly chief clerk shall provide copies of this joint
23resolution to the clerk of the United States house of representatives, to the clerk of

1the United States senate, to the secretary of state of the United States and to each
2member of the congressional delegation of the state of Wisconsin.
