SB335-SA1,1,11 At the locations indicated, amend the bill as follows:
SB335-SA1,1,7 21. Page 1, line 10: before "and" insert "grants for technical assistance and
3training in the use of educational technology; subsidized loans for upgrading and
4installing electrical and computer network wiring; purchases of certain educational
5technology hardware and software; the educational telecommunications access
6program; providing an exemption from emergency rule procedure; granting
7rule-making authority".

SB335-SA1,2,103 44.72 (4) (a) Subsidized loans authorized. The board may make subsidized
4loans under this subsection to school districts from the proceeds of public debt
5contracted under s. 20.866 (2) (zc) and to public library boards from the proceeds of
6public debt contracted under s. 20.866 (2) (zcm). Subsidized loans under this
7subsection may be used only for the purpose of upgrading the electrical wiring of
8school and library buildings in existence on the effective date of this paragraph ....

10accordance with rules promulgated by the board

SB335-SA1, s. 9101 18Section 9101. Nonstatutory provisions; administration.
SB335-SA1,2,1919 (1) Rules relating to educational technology training grants.
SB335-SA1,3,220 (a) Subject to paragraph (b), the technology for educational achievement in
21Wisconsin board shall use the procedure under section 227.24 of the statutes to
22promulgate the rules required under section 44.72 (1) (d) of the statutes, as created
23by this act, for a period but not to exceed the period authorized under section 227.24
24(1) (c) and (2) of the statutes. Notwithstanding section 227.24 (1) (a) and (2) (b) of the

1statutes, the board need not provide evidence of the necessity of preserving the public
2peace, health, safety or welfare in promulgating the rules under this paragraph.
SB335-SA1,3,113 (b) The board shall submit the proposed rules under paragraph (a ) to the
4cochairpersons of the joint committee on information policy. If the cochairpersons of
5the committee do not notify the board that the committee has scheduled a meeting
6for the purpose of reviewing the proposed rules within 14 working days after the date
7of the board's submittal, the board may proceed to promulgate the rules. If, within
814 working days after the date of the board's submittal, the cochairpersons of the
9committee notify the board that the committee has scheduled a meeting for the
10purpose of reviewing the proposed rules, the board shall not promulgate the rules
11until the committee approves the rules.
SB335-SA1,3,1212 (2) Rules relating to educational technology infrastructure loans.
SB335-SA1,3,2013 (a) Subject to paragraph (b), the technology for educational achievement in
14Wisconsin board shall use the procedure under section 227.24 of the statutes to
15promulgate the rules required under section 44.72 (4) (a) of the statutes, as affected
16by this act, for the period before permanent rules take effect, but not to exceed the
17period authorized under section 227.24 (1) (c) and (2) of the statutes.
18Notwithstanding section 227.24 (1) (a) and (2) (b) of the statutes, the board need not
19provide evidence of the necessity of preserving the public peace, health, safety or
20welfare in promulgating the rules under this paragraph.
SB335-SA1,4,421 (b) The board shall submit the proposed rules under paragraph (a ) to the
22cochairpersons of the joint committee on information policy. If the cochairpersons of
23the committee do not notify the board that the committee has scheduled a meeting
24for the purpose of reviewing the proposed rules within 14 business days after the date
25of the board's submittal, the board may proceed to promulgate the rules. If, within

114 business days after the date of the board's submittal, the cochairpersons of the
2committee notify the board that the committee has scheduled a meeting for the
3purpose of reviewing the proposed rules, the board shall not promulgate the rules
4until the committee approves the rules.
SB335-SA1,4,255 (3) Educational technology hardware and software purchases. The
6technology for educational achievement in Wisconsin board shall use the procedure
7under section 227.24 of the statutes to propose emergency rules establishing
8standards and specifications for purchases of educational technology hardware and
9software by school districts, cooperative educational service agencies, technical
10college districts and the board of regents of the University of Wisconsin System under
11section 44.71 (2) (g) of the statutes. Prior to promulgation of emergency rules under
12this subsection, the technology for educational achievement in Wisconsin board shall
13submit the proposed emergency rules to the cochairpersons of the joint committee on
14finance. If the cochairpersons of the committee do not notify the board that the
15committee has scheduled a meeting for the purpose of reviewing the proposed
16emergency rules within 14 working days after the date of the board's submittal, the
17board shall promulgate the emergency rules as proposed by the board. If, within 14
18working days after the date of the board's submittal, the cochairpersons of the
19committee notify the board that the committee has scheduled a meeting for the
20purpose of reviewing the proposed emergency rules, the board shall promulgate the
21emergency rules only upon approval of the committee. Notwithstanding section
22227.24 (1) (a) and (2) (b) of the statutes, the board need not provide evidence of the
23necessity of preserving the public peace, health, safety or welfare in promulgating
24rules under this subsection. Notwithstanding section 227.24 (3) of the statutes, no
25statement is required to be filed with such emergency rules.".

SB335-SA1,5,153 (1) The public service commission shall submit the rules that it proposes to
4promulgate under 1997 Wisconsin Act 27, section 9141 (1) (a), to the cochairpersons
5of the joint committee on information policy and to the cochairpersons of the joint
6committee on finance. If the cochairpersons of the committees do not notify the
7commission that one or both of the committees has scheduled a meeting for the
8purpose of reviewing the proposed rules within 14 working days after the date of the
9commission's submittal, the commission may proceed to promulgate the rules. If,
10within 14 working days after the date of the commission's submittal, the
11cochairpersons of either committee notify the commission that the committee has
12scheduled a meeting for the purpose of reviewing the proposed rules, the commission
13shall not promulgate the rules until that committee approves the rules. The public
14service commission shall submit the proposed rules to the committees under this
15subsection no later than the 60th day after the effective date of this subsection.".
