To 1997 SENATE RESOLUTION 1

SR1-SSA1,1,4 1To repeal senate rule 20 (2) (c); to amend senate rules 20 (1) (a) 1. and 2. and (2)
2(a), 21, 24 and 50 (1); and to create senate rules 20 (1) (a) 6. and 41 (1) (e);
3relating to: the senate rules and notifying the assembly and the governor that
4the 1997-98 senate is organized.

SR1-SSA1, s. 1 6Section 1. Officers of the 1997-98 senate listed. The following persons are
7the officers of the 1997-98 senate, as elected by the senate through the adoption of
8this resolution or as previously designated by the respective party caucuses:

SR1-SSA1, s. 2 8Section 2. Senate rule 20 (1) (a) 1. and 2. is amended to read:
SR1-SSA1,2,99 Senate Rule 20 (1) (a) 1. The majority leader president as chairperson.

SR1-SSA1, s. 3 11Section 3. Senate rule 20 (1) (a) 6. is created to read:
SR1-SSA1,2,1212 Senate Rule 20 (1) (a) 6. The minority caucus chairperson.
SR1-SSA1, s. 4 13Section 4. Senate rule 20 (2) (a) is amended to read:
SR1-SSA1,2,1814 Senate Rule 20 (2) (a) The chairperson of the committee on senate organization,
15as near to the commencement of the session as possible, shall make and report to the
16senate all committee appointments of members of the majority and minority parties.
17The chairperson of the committee on senate organization shall designate a
18chairperson for each senate committee and joint committee.
SR1-SSA1, s. 5 19Section 5. Senate rule 20 (2) (c) is repealed.
SR1-SSA1, s. 6 20Section 6. Senate rule 21 is amended to read:
SR1-SSA1,2,2521 Senate Rule 21. Special committees. All special committees shall be
22provided for on motion or by resolution, designating the number and object, and
23unless otherwise ordered, shall be appointed by the chairperson of the committee on
24senate organization. The member first named shall act as chairperson of such
25special committee.

1Section 7. Senate rule 24 is amended to read:
SR1-SSA1,3,102 Senate Rule 24. Committee quorum; subcommittees. A majority of any
3committee shall constitute a quorum for the transaction of business. Solely for the
4purpose of determining a quorum of a committee necessary to hold a public hearing,
5a member who is connected to the hearing by means of a 2-way, audiovisual
6transmission shall be considered present.
Subcommittees may be appointed to take
7charge of any part of the committee's business and to report to the committee.
8Motions to reconsider may be made in committee, before the papers are reported to
9the senate. Rereference shall give the committee full power to act without
10reconsidering its former action.
SR1-SSA1, s. 8 11Section 8. Senate rule 41 (1) (e) is created to read:
SR1-SSA1,3,1712 Senate Rule 41 (1) (e) During any interim period between regularly scheduled
13floorperiods, if the committee on senate organization receives a standing committee's
14report on a bill that by statute requires review by the joint committee on finance
15before being passed, the committee on senate organization may, on any day of the
16interim, rerefer that bill to the joint committee on finance and, in that case, shall
17direct the chief clerk to record the rereferral by an appropriate entry in the journal.
SR1-SSA1, s. 9 18Section 9. Senate rule 50 (1) is amended to read:
SR1-SSA1,3,2419 Senate Rule 50 (1) No standing committee shall report any substitute or
20amendment for any proposal originating in either house referred to such committee
21nor shall the senate consider any substitute or amendment which relates to a
22different subject, is intended to accomplish a different purpose, would require a
23relating clause essentially different from the relating clause of the original proposal

24or would totally alter the nature of the original proposal.
SR1-SSA1, s. 10
1Section 10. Transmittal to assembly and governor. Immediately upon the
2adoption of this resolution, the chief clerk shall transmit copies thereof to the
3assembly and to the governor, notifying both that the 1997-98 senate is organized
4for the conduct of its business.
