AB389-AA7,1,2 21. Page 2, line 16: after "facilities," insert "retail electric choice study,".
AB389-AA7,1,3 32. Page 66, line 24: after that line insert:
AB389-AA7,1,4 4"(3m) Retail choice study.
AB389-AA7,1,7 5(a) The public service commission shall conduct a study on implementing retail
6choice for all consumers of electricity in this state. The study shall address each of
7the following:
AB389-AA7,1,9 81. The infrastructure changes that are necessary for implementing retail choice
9and the cost and timing of the changes.
AB389-AA7,1,11 102. The benefits of retail choice to residential, commercial and industrial classes
11of consumers.
AB389-AA7,1,13 123. A schedule for implementing retail choice for each class of consumers
13specified in subdivision 2.
AB389-AA7,2,3
14. Recommendations for regulating new market entrants in a manner that
2ensures equitable treatment of all market participants, including any proposed
3licensing or certification requirements.
AB389-AA7,2,5 45. The calculation and recovery of the transitional costs incurred in
5implementing retail choice.
AB389-AA7,2,7 66. The calculation and recovery of stranded costs, including securitization as
7a means of recovery.
AB389-AA7,2,10 87. The taxation changes that are necessary to ensure the equitable distribution
9of the tax burden on producers, distributors, marketers and transmitters of
10electricity in a manner that is revenue neutral.
AB389-AA7,2,14 118. The equitable allocation on all market participants, including cooperative
12associations organized under chapter 185 of the statutes, of the costs of public
13benefits programs, including low-income energy assistance and energy efficiency
14programs.
AB389-AA7,2,15 159. The development and use of renewable energy resources under retail choice.
AB389-AA7,2,18 1610. The statutory changes that are necessary to implement retail choice,
17including any recommended changes to sections 196.85, 196.855 and 196.857 of the
18statutes.
AB389-AA7,2,20 1911. Any other issue that the commission determines is necessary for a
20comprehensive study of implementing retail choice.
AB389-AA7,2,24 21(b) The public service commission shall report the results of the study to the
22legislature in the manner provided under section 13.172 (2) of the statutes no later
23than the first day of the 12th month beginning after the effective date of this
24paragraph.".
