AB722-ASA1,1,4 1An Act to create 13.94 (1) (bm), (bp) and (br) of the statutes; relating to:
2management and performance evaluation audits of large programs and large
3agencies by, and a fraud, waste, and abuse hot line at, the legislative audit
4bureau.
The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
AB722-ASA1, s. 1 5Section 1. 13.94 (1) (bm), (bp) and (br) of the statutes are created to read:
AB722-ASA1,1,106 13.94 (1) (bm) 1. Conduct a management and performance evaluation audit of
7every large program at least once each 5 years. In this paragraph "large program"
8means a program, as described in s. 20.003 (3), under s. 20.255 (2), 20.285 (1), 20.292
9(1), 20.395 (1), (2), or (3), 20.410 (1) or (3), 20.435 (2), (3), (4), or (6), 20.445 (1) or (3),
10or 20.835 (1), (2), (3), or (4).
AB722-ASA1,2,911 2. The audit must include an appraisal of all management practices, operating
12procedures, and organizational structures related to the program. The audit may be

1conducted in conjunction with the audit under par. (b) or separately. Within 30 days
2after completion of the audit, the bureau shall file with the joint legislative audit
3committee, the appropriate standing committees, and the joint committee on
4legislative organization, under s. 13.172 (3), the governor, the department of
5administration, the legislative reference bureau, the joint committee on finance, the
6legislative fiscal bureau, and the state department, board, commission, or
7independent agency that administers the program audited, a detailed report thereof,
8including its recommendations for improvement and efficiency and including
9specific instances, if any, of illegal or improper expenditures.
AB722-ASA1,2,1310 (bp) 1. Conduct a management and performance evaluation audit to review
11supervisor-to-staff ratios in every large agency at least once each 5 years. In this
12paragraph "large agency" means an agency created under ch. 15 and that has more
13than 100 full-time equivalent positions.
AB722-ASA1,2,2114 2. The audit may be conducted in conjunction with the audit under par. (b) or
15(bm) or separately. Within 30 days after completion of the audit, the bureau shall file
16with the joint legislative audit committee, the appropriate standing committees, and
17the joint committee on legislative organization, under s. 13.172 (3), the governor, the
18department of administration, the legislative reference bureau, the joint committee
19on finance, the legislative fiscal bureau, and the state department, board,
20commission, or independent agency audited, a detailed report thereof, including its
21recommendations for improvement and efficiency.
AB722-ASA1,3,722 (br) Maintain a toll-free telephone number with voice mail at the bureau's
23office to receive reports of fraud, waste, or abuse in state government. The bureau
24shall relay these reports to the appropriate bureau employee for investigation. The
25bureau shall publicize the toll-free telephone number on the bureau's website. The

1bureau shall maintain records that permit the release of information provided by
2informants while protecting the identity of the informant. Any records maintained
3by the bureau which relate to the identity of informants shall be only for the
4confidential use of the bureau in the administration of this section, unless the
5informant expressly agrees to release the records. Appearance in court as a witness
6shall not be considered consent by an informant to release confidential records
7maintained by the bureau.
