(1) (i) Except as authorized under this paragraph
and except as provided
5in s. 19.36 (13), no request under pars. (a) and (b) to (f) may be refused because the
6person making the request is unwilling to be identified or to state the purpose of the
7request. Except as authorized under this paragraph, no request under pars. (a) to
8(f) may be refused because the request is received by mail, unless prepayment of a
9fee is required under sub. (3) (f). A requester may be required to show acceptable
10identification whenever the requested record is kept at a private residence or
11whenever security reasons or federal law or regulations so require.".

1019.356 (2) (a), the authority shall not provide access to the record unless the

13the public interest in withholding access to that record.".
