AB196-AA2,1,11 At the locations indicated, amend the bill as follows:
AB196-AA2,1,2 21. Page 4, line 15: after that line insert:
AB196-AA2,1,3 3" Section 3m. 19.35 (1) (i) of the statutes is amended to read:
AB196-AA2,1,114 19.35 (1) (i) Except as authorized under this paragraph and except as provided
5in s. 19.36 (13)
, no request under pars. (a) and (b) to (f) may be refused because the
6person making the request is unwilling to be identified or to state the purpose of the
7request. Except as authorized under this paragraph, no request under pars. (a) to
8(f) may be refused because the request is received by mail, unless prepayment of a
9fee is required under sub. (3) (f). A requester may be required to show acceptable
10identification whenever the requested record is kept at a private residence or
11whenever security reasons or federal law or regulations so require.".

2paragraph shall provide the requester's name and address to the authority with
3whom the requester files the request.".

9to inspect or copy a record for which notice to the record subject is required under s.
1019.356 (2) (a), the authority shall not provide access to the record unless the
11requester provides the requester's name and address and the requester
12demonstrates that the public interest in providing access to that record outweighs
13the public interest in withholding access to that record.".
