AB480-ASA1,1,5 1An Act to renumber 23.0917 (5m) (b) 3. and 23.0917 (5m) (b) 4.; to amend
220.866 (2) (ta), 23.0917 (3) (b), 23.0917 (3) (bm), 23.0917 (3) (dm) 2., 23.0917 (4)
3(d) 1., 23.0917 (4) (d) 2. and 23.0917 (4) (d) 3.; and to create 23.0917 (3) (dm)
44., 23.0917 (4r), 23.0917 (5m) (bn) 1. and 23.0917 (5m) (br) of the statutes;
5relating to: bonding authority for the stewardship program.
The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
AB480-ASA1, s. 1 6Section 1. 20.866 (2) (ta) of the statutes is amended to read:
AB480-ASA1,2,47 20.866 (2) (ta) Natural resources; Warren Knowles-Gaylord Nelson
8stewardship 2000 program.
From the capital improvement fund a sum sufficient for
9the Warren Knowles-Gaylord Nelson stewardship 2000 program under s. 23.0917.
10The state may contract public debt in an amount not to exceed $572,000,000
11$362,000,000 for this program. Except as provided in s. 23.0917 (4g) (b), (4m) (k), (5)
12and (5m), the amounts obligated, as defined in s. 23.0917 (1) (e), under this

1paragraph may not exceed $46,000,000 in fiscal year 2000-01, may not exceed
2$46,000,000 in fiscal year 2001-02, and may not exceed $60,000,000 in fiscal year
32002-03, and may not exceed $30,000,00
in each fiscal year beginning with fiscal
4year 2002-03 2003-04 and ending with fiscal year 2009-10.
AB480-ASA1, s. 2 5Section 2. 23.0917 (3) (b) of the statutes is amended to read:
AB480-ASA1,2,126 23.0917 (3) (b) In obligating moneys under the subprogram for land
7acquisition, the department shall set aside in each fiscal year $3,000,000 that may
8be obligated only for state trails and the ice age trail and for grants for the state trails
9and the ice age trails under s. 23.096. The period of time during which the moneys
10shall be set aside in each fiscal year shall begin on the July 1 of the fiscal year and
11end on the June 30 of the same fiscal year. This paragraph does not apply after June
1230, 2004.
AB480-ASA1, s. 3 13Section 3. 23.0917 (3) (bm) of the statutes is amended to read:
AB480-ASA1,2,1814 23.0917 (3) (bm) During the period beginning with fiscal year 2001-02 and
15ending with fiscal year 2009-10 2003-04, in obligating money under the subprogram
16for land acquisition, the department shall set aside not less than a total of $ 2,000,000
17that may be obligated only to provide matching funds for grants awarded to the
18department for the purchase of land or easements under 16 USC 2103c.

4may not obligate more than $15,000,000 except as provided in sub. (5).
For each fiscal
5year beginning with 2002-03 2003-04 and ending with fiscal year 2009-10, the
6department may obligate not more than $15,000,000 under the subprogram the
7amount allocated by the department for the subprogram under sub. (4r),
except as
8provided in sub. (5).
AB480-ASA1, s. 7 9Section 7. 23.0917 (4) (d) 2. of the statutes is amended to read:
AB480-ASA1,3,1210 23.0917 (4) (d) 2. The department may obligate not more than $8,000,000 in
11each fiscal year for local assistance. This subdivision does not apply after June 30,

AB480-ASA1, s. 8 13Section 8. 23.0917 (4) (d) 3. of the statutes is amended to read:
AB480-ASA1,3,1614 23.0917 (4) (d) 3. The department shall obligate at least $3,500,000 in each
15fiscal year for property development. This subdivision does not apply after June 30,
162004.
AB480-ASA1, s. 9 17Section 9. 23.0917 (4r) of the statutes is created to read:
AB480-ASA1,3,2118 23.0917 (4r) Bonding authority allocation. Beginning with fiscal year
192003-04 and ending with fiscal year 2009-2010, the department, for each fiscal year,
20shall allocate the bonding authority as specified under s. 20.866 (2) (ta) among the
21subprograms under subs. (3), (4), (4g), and (4m).

AB480-ASA1,4,127 2. For bonds that are retired from the proceeds of the sale of the acquired land
8within 5 years after the date on which the land was acquired by the department, the
9department shall adjust the available bonding authority for the subprogram for land
10acquisition by increasing the available bonding authority for the fiscal year in which
11the bonds are retired by an amount equal to the total amount of the bonds issued for
12the sale that have been retired in that fiscal year.
AB480-ASA1,4,2313 3. For bonds that are not retired from the proceeds of the sale of the acquired
14land within 5 years after the date on which the land was acquired by the department,
15the department shall adjust the available bonding authority for the subprogram for
16land acquisition by decreasing the available bonding authority for the next fiscal
17year beginning after the end of that 5-year period by an amount equal to the total
18amount of the bonds that have not been retired from such proceeds in that fiscal year
19and, if necessary, shall decrease for each subsequent fiscal year the available bonding
20authority in an amount equal to that available bonding authority or equal to the
21amount still needed to equal the total amount of the bonds that have not been retired
22from such proceeds, whichever is less, until the available bonding authority has been
23decreased by an amount equal to the total of the bonds that have not been retired.
