TO 2003 ASSEMBLY BILL 510

AB510-AA1,1,11 At the locations indicated, amend the bill as follows:
AB510-AA1,1,3 21. Page 23, line 16: delete the material beginning with that line and ending
3with page 24, line 7, and substitute:
AB510-AA1,1,4 4" Section 43a. 43.01 (3) of the statutes is amended to read:
AB510-AA1,1,75 43.01 (3) "Municipality" means a city, district under s. 229.86 (3), village, town,
6tribal government or tribal association, or a school district that maintained and
7operated a public library facility prior to December 17, 1971.
AB510-AA1, s. 46m 8Section 46m. 43.54 (1r) of the statutes is created to read:
AB510-AA1,1,119 43.54 (1r) (a) Boards appointed for a library operated by a district under s.
10229.86 (3) shall consist of 7 to 11 members, as determined by the agreement under
11s. 229.861 (3) who shall be appointed by the commission under s. 229.86 (2).
AB510-AA1,1,1212 (b) Subsections (1) (b) to (e) and (2) apply to boards under this subsection.
AB510-AA1, s. 46r 13Section 46r. 43.64 (2) (c) of the statutes is created to read:

143.64 (2) (c) Except as provided in sub. (2m), municipality that is part of a
2district under s. 229.86 (3) is exempt from the tax levy if the district provides support
3for its public library in an amount at least equal to the amount calculated under par.
4(b).".
AB510-AA1,2,5 52. Page 47, line 13: delete "60" and substitute "90".
AB510-AA1,2,6 63. Page 54, line 6: after "if" insert ", except as provided in par. (am),".
AB510-AA1,2,7 74. Page 54, line 10: after that line insert:
AB510-AA1,2,14 8"(am) A municipality that has been in a district for at least 25 years may
9withdraw from the district without the approval of the governing body of any other
10municipality if the municipality adopts a resolution declaring its intention to
11withdraw from the district. If such a resolution is adopted by a municipality, it may
12not take effect earlier than 3 years after the resolution is adopted. The other
13provisions of this subsection, as they apply to other municipalities that withdraw
14from a district, apply to a municipality that withdraws under this paragraph.".
AB510-AA1,2,15 155. Page 56, line 8: delete "all" and substitute "at least 50%".
AB510-AA1,2,16 166. Page 67, line 3: after that line insert:
AB510-AA1,2,18 17"(7) No municipality may impose a school and park land dedication fee under
18s. 236.45 if a district imposes an impact fee under s. 66.0617 for a similar purpose.".
