SENATE AMENDMENT 6, TO 2003 ASSEMBLY BILL 655

AB655-SA6,1,2 At the locations indicated, amend the bill, as shown by assembly substitute amendment 2, as follows:

AB655-SA6,1,6 1. Page 3, line 10: delete "and granting rule-making authority" and substitute "increasing funding for local youth apprenticeship grants and increasing positions for the Governor's Work-Based Learning Board; granting rule-making authority; and making appropriations".

AB655-SA6,1,7 2. Page 3, line 11: delete that line and substitute:

AB655-SA6,1,9 " Section 1d. 20.445 (1) (e) of the statutes, as affected by 2003 Wisconsin Act 33, is renumbered 20.445 (7) (b).

AB655-SA6,2,2 106.13 (1) The department board shall provide a youth apprenticeship program that includes the grant programs under subs. (3m) and (4).

AB655-SA6, s. 157n Section 157n. 106.13 (3m) (b) (intro.) of the statutes, as affected by 2003 Wisconsin Act 33, is amended to read:

AB655-SA6,2,15 106.13 (3m) (b) (intro.) From the appropriation under s. 20.445 (1) (e) (7) (b), the board shall award grants to applying local partnerships for the implementation and coordination of local youth apprenticeship programs. A local partnership shall include in its grant application the identity of each public agency, nonprofit organization, individual, and other person who is a participant in the local partnership, a plan to accomplish the implementation and coordination activities specified in subds. 1. to 6., and the identity of a fiscal agent who shall be responsible for receiving, managing, and accounting for the grant moneys received under this paragraph. Subject to par. (c), a local partnership that is awarded a grant under this paragraph may use the grant moneys awarded for any of the following implementation and coordination activities:".

AB655-SA6,2,23 (1) Governor's work-based learning board. In the schedule under section 20.005 (3) of the statutes for the appropriation to the department of workforce development under section 20.445 (1) (a) of the statutes, as affected by the acts of 2003, the dollar amount is increased by $230,000 for fiscal year 2004-05 to increase the authorized FTE positions for the department by 2.0 GPR positions for the performance of services for the governor's work-based learning board.

AB655-SA6,3,6 (2) Local youth apprenticeship grants. In the schedule under section 20.005 (3) of the statutes for the appropriation to the department of workforce development under section 20.445 (7) (b) of the statutes, as affected by the acts of 2003, the dollar amount is increased by $400,000 for fiscal year 2003-04 and the dollar amount is increased by $1,103,000 for fiscal year 2004-05 to increase funding for the purpose for which the appropriation is made.".
