8"(b) Notwithstanding section 20.001 (3) (c) of the statutes, no later than June
930, 2005, the department of commerce shall, pursuant to a plan approved by the
10secretary of administration, lapse to the general fund any or all of the unencumbered
11balance in any or all of the appropriations under section 20.143 of the statutes, except
12that the total amount of the moneys lapsed under this paragraph may not exceed
13$1,500,000 and no lapse shall be made from any appropriation account or segregated
14fund if the lapse would violate a condition imposed by the federal government on the
15expenditure of moneys or if the lapse would violate state law or the federal or state
16constitution.".
