SENATE SUBSTITUTE AMENDMENT 1,
TO 2003 SENATE BILL 250

SB250-SSA1,1,2 1An Act relating to: providing grants for research, programs, and exhibits
2relating to Hmong culture and history and making an appropriation.
The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
SB250-SSA1, s. 1 3Section 1. Nonstatutory provisions.
SB250-SSA1,2,24 (1) (a ) From the appropriation under section 20.285 (1) (ft) of the statutes, as
5affected by the acts of 2003, the Wisconsin Humanities Council shall, in the 2004-05
6fiscal year, award grants to persons in no more than 10 counties to research,
7document, interpret, and develop educational materials, exhibits, and programs
8related to Hmong culture and history. In awarding the grants, the Wisconsin
9Humanities Council shall give priority to persons in counties with significant Hmong
10populations, including Milwaukee, Marathon, Brown, Sheboygan, Outagamie,
11LaCrosse, and Dane counties. No grant may exceed $20,000, and, as a condition of

1receiving a grant, each grant recipient shall provide matching funds equal to at least
225 percent of the amount of the grant.
SB250-SSA1,2,53 (b) The Wisconsin Humanities Council may use up to $15,000 of the amount
4appropriated to the council in the 2004-05 fiscal year for the administration of the
5grant program under paragraph (a ).
SB250-SSA1,2,126 (c) Notwithstanding section 16.42 (1) (e) of the statutes, in submitting
7information under section 16.42 of the statutes for purposes of the 2005-07 biennial
8budget act, the board of regents of the University of Wisconsin System shall submit
9information concerning the appropriation under section 20.285 (1) (ft) of the
10statutes, as affected by the acts of 2003, as though the increase of $150,000 in the
112004-05 fiscal year for grants related to Hmong culture and history had not been
12made.

SB250-SSA1,2,1814 (1) Grants related to Hmong culture and history. In the schedule under
15section 20.005 (3) of the statutes for the appropriation to the board of regents of the
16University of Wisconsin System under section 20.285 (1) (ft) of the statutes, as
17affected by the acts of 2003, the dollar amount is increased by $150,000 for fiscal year
182004-05 for making grants related to Hmong culture and history.
