TO 2003 SENATE BILL 497

SB497-SA1,1,11 At the locations indicated, amend the bill as follows:
SB497-SA1,1,3 21. Page 1, line 8: after "programs" insert ", interest rates for residential loans
3involving the Wisconsin Housing and Economic Development Authority,".
SB497-SA1,1,4 42. Page 3, line 16: delete lines 16 to 22 and substitute:
SB497-SA1,1,5 5" Section 3m. 234.18 (1) of the statutes is amended to read:
SB497-SA1,1,96 234.18 (1) The authority shall not have outstanding at any one time notes and
7bonds for any of its corporate purposes in an aggregate principal amount exceeding
8$325,000,000 $475,000,000, excluding bonds and notes issued to refund outstanding
9notes and bonds.".
SB497-SA1,1,10 103. Page 4, line 6: delete lines 6 to 11 and substitute:
SB497-SA1,1,11 11" Section 6m. 234.37 of the statutes is created to read:
SB497-SA1,2,3 12234.37 Prohibition on interest rate determination. For any residential
13loan under this subchapter for which the authority determines, participates in

1determining, or approves an interest rate, the authority may not base its action or
2decision concerning the interest rate on the occupation of the loan applicant or
3recipient.".

SB497-SA1,2,5 55. Page 6, line 22: delete that line and substitute:
SB497-SA1,2,6 6" Section 19m. 234.59 (3) (a) of the statutes is amended to read:
SB497-SA1,2,117 234.59 (3) (a) The amount of a homeownership mortgage loan may not exceed
8the lesser of 97% of the purchase price or 97% of the eligible property, except that,
9if an appraisal of the eligible property is available and the appraised value is lower
10than the purchase price, the amount of the loan may not exceed
the appraised value
11of the eligible property.".

13page 8, line 3.
SB497-SA1,2,14 147. Page 8, line 11: after that line insert:
SB497-SA1,2,16 15"(3) The treatment of section 234.37 of the statutes first applies to loans for
16which application is made on the effective date of this subsection.".
