AB4-ASA2-AA1,1,11 At the locations indicated, amend the substitute amendment as follows:
AB4-ASA2-AA1,1,3 21. Page 1, line 2: before "adopting" insert "covering private sector employees
3under the state employee health care coverage program,".
AB4-ASA2-AA1,1,5 42. Page 1, line 4: delete "and providing a penalty" and substitute "providing
5a penalty, and making an appropriation".
AB4-ASA2-AA1,1,6 63. Page 1, line 5: before that line insert:
AB4-ASA2-AA1,1,7 7" Section 1c. 20.515 (1) (g) of the statutes is created to read:
AB4-ASA2-AA1,1,118 20.515 (1) (g) Benefit and coverage payments; small employer health care
9coverage.
All moneys received from small employers under s. 40.515 who elect to
10provide coverage for their employees in a health care coverage plan under s. 40.51
11(6), for the payment of benefits and the cost of administering benefits under s. 40.515.
AB4-ASA2-AA1, s. 1h 12Section 1h. 40.51 (1) of the statutes is amended to read:

140.51 (1) The procedures and provisions pertaining to enrollment, premium
2transmitted and coverage of eligible employees and employees eligible for health
3care coverage under s. 40.515
for health care benefits shall be established by contract
4or rule except as otherwise specifically provided by this chapter.
AB4-ASA2-AA1, s. 1p 5Section 1p. 40.515 of the statutes is created to read:
AB4-ASA2-AA1,2,10 640.515 Health care coverage for individuals employed by small
7employers. (1)
In this section, "small employer" means any person who is not an
8employer, as defined in s. 40.02 (28) and whose average annual receipts, calculated
9over the most recent 3-year period, are less than $30,000,000, including receipts of
10any affiliate or subsidiary.
AB4-ASA2-AA1,2,15 11(2) Beginning on the January 1 that first occurs after the effective date of this
12subsection .... [revisor inserts date], any small employer located in this state may
13elect coverage for its employees under any health care coverage plan offered to state
14employees under s. 40.51 (6), during any applicable enrollment period, subject to any
15conditions established by contract or by rule under s. 40.51 (1).".
