4Assembly Rule 32 (1) (a) Except as otherwise provided in this paragraph,
5messages from the senate or from the governor may be received and read, and any
6proposal referenced in the messages that is a senate proposal initially received for
7consideration of the assembly shall be referred and any other proposals referenced
8in the messages shall be taken up immediately unless referred by the presiding
9officer to a standing committee or to the calendar. Any messages from the senate
10referring to a senate joint resolution memorializing Congress or any branch or officer
11of the federal government that is received for consideration of the assembly may be
12read but the senate joint resolution may not be received for consideration
. The,
13unless the senate joint resolution memorializes Congress or any branch or officer of
1the federal government with questions regarding Gulf War syndrome, lung cancer,
2and combustion illnesses of veterans of the first or second Gulf War. Any senate joint
3resolution
that does not memorialize Congress or any branch or officer of the federal
4government with questions regarding Gulf War syndrome, lung cancer, and
5combustion illnesses of veterans of the first or second Gulf War shall be transmitted
6to the senate immediately after the message is read;".

9Assembly Rule 39 (1) Except as otherwise provided in joint rule 83 (2) and this
10subsection, any member or standing committee may introduce or offer proposals in
11the assembly on any day of the biennial legislative session. No member or standing
12committee may offer any assembly joint resolution or resolution memorializing
13Congress or any branch or officer of the federal government
, unless the assembly
14joint resolution or resolution memorializes Congress or any branch or officer of the
15federal government with questions regarding Gulf War syndrome, lung cancer, and
16combustion illnesses of veterans of the first or second Gulf War.".
