SENATE SUBSTITUTE AMENDMENT 1, TO 2005 SENATE BILL 258

SB258-SSA1,1,2 An Act to create 43.17 (12) of the statutes; relating to: public library loaning or rental to minors of movies with a restricted rating.

This substitute amendment provides that a public library must require each applicant for a borrower's card to state whether he or she allows his or her minor children to borrow or rent "R"-rated (restricted) movies. If the parent does not consent, the public library may not loan or rent such movies to those children.

The people of the state of Wisconsin, represented in senate and assembly, do enact as follows:

SB258-SSA1, s. 1 Section 1. 43.17 (12) of the statutes is created to read:

SB258-SSA1,1,8 43.17 (12) A public library shall require each applicant for a borrower's card to state whether he or she allows his or her minor children, if any, to borrow or rent movies rated "restricted" under the rating system instituted by the Motion Picture Association of America. If the parent or guardian does not consent, the public library may not loan or rent such movies to those minor children.

SB258-SSA1,2,3 (1) This act first applies to persons applying for borrowers' cards on the effective date of this subsection.
