6601.428 Definition of group health benefit plan reports. (1) Annually,
7beginning in 2007, the commissioner shall prepare, and provide to the standing
8committees of the legislature with jurisdiction over insurance and health matters
9under s. 13.172 (3), a report that assesses the effect on the commercial insurance
10market of the changes to the definitions of "group health benefit plan" and "small
11employer insurer" made by 2005 Wisconsin Act .... (this act). The commissioner shall
12measure and include in the report changes that may be attributable to 2005
13Wisconsin Act .... (this act) to the following populations in the state:

1(a) Individuals without health insurance coverage.

(b) Individuals with coverage under Medical Assistance.

(c) Individuals with small group health insurance coverage.

(d) Individuals with individual health insurance coverage.

(e) Individuals with coverage under the Health Insurance Risk-Sharing Plan.

6(2) Annually, beginning in 2007, the commissioner shall request information
7from the Health Insurance Risk-Sharing Plan Authority on the number of
8applicants for coverage under the Health Insurance Risk-Sharing Plan who are
9employees of small employers that no longer offer group health benefits but offer, or
10facilitate the sale of, individual health insurance policies to employees. The
11commissioner shall include the information obtained under this subsection in the
12reports under sub. (1).".
