TO 2007 ASSEMBLY BILL 31

AB31-ASA1-AA1,1,11 At the locations indicated, amend the substitute amendment as follows:
AB31-ASA1-AA1,1,4 21. Page 1, line 4: after "officials" insert ", the elimination of per diem payments
3to legislators, and the elimination of travel expense reimbursements for all state
4elected officials".
AB31-ASA1-AA1,1,5 52. Page 2, line 1: before that line insert:
AB31-ASA1-AA1,1,6 6" Section 1e. 13.08 of the statutes is repealed.".
AB31-ASA1-AA1,1,7 73. Page 2, line 1: delete " Section 1" and substitute "Section 1r".
AB31-ASA1-AA1,1,8 84. Page 2, line 15: after that line insert:
AB31-ASA1-AA1,1,9 9" Section 2b. 13.123 (1) of the statutes is repealed.
AB31-ASA1-AA1, s. 2d 10Section 2d. 13.123 (3) of the statutes, as affected by 2007 Wisconsin Act 1, is
11repealed.
AB31-ASA1-AA1, s. 2f
1Section 2f. 13.15 (2) (b) of the statutes is repealed and recreated to read:
AB31-ASA1-AA1,2,52 13.15 (2) (b) 1. For travel to and from the state capitol, the same reimbursement
3per mile for each mile traveled in going to and returning from the state capitol on the
4most usual route as is provided for transportation for state officers and employees
5under s. 20.916.
AB31-ASA1-AA1,2,146 2. For expenses incurred for food and lodging, necessitated by the
7establishment of a temporary residence in Madison during any session of the
8legislature, for each biennial session, 90 percent of the per diem rate for travel for
9federal government business within the city of Madison, as established by the federal
10general services administration. For the purpose of determining the amount of the
11allowance, the director of the office of state employment relations shall certify to the
12chief clerk of each house the federal per diem rate in effect on December 1, or the first
13business day thereafter if December 1 is not a business day, in each even-numbered
14year.
AB31-ASA1-AA1, s. 2h 15Section 2h. 13.18 (2) (b) of the statutes is repealed and recreated to read:

AB31-ASA1-AA1, s. 2L 5Section 2L. 20.916 (1) of the statutes is amended to read:
AB31-ASA1-AA1,3,126 20.916 (1) Employees to be reimbursed. State officers and employees shall be
7reimbursed for actual, reasonable, and necessary traveling expenses incurred in the
8discharge of their duties in accordance with sub. (9). The officers and employees of
9any state agency shall, when for reasons of economy or efficiency they are stationed
10at any other place than an official location of such state agency, receive their actual,
11reasonable, and necessary traveling and other expenses when called to such official
12location for temporary service.
AB31-ASA1-AA1, s. 2n 13Section 2n. 20.916 (9) (a) 1m. of the statutes is amended to read:
AB31-ASA1-AA1,3,1614 20.916 (9) (a) 1m. "Employee" means any officer or employee of the state and
15any legislator or board member entitled to actual, reasonable, and necessary
16expenses.
AB31-ASA1-AA1, s. 2p 17Section 2p. 20.916 (10) of the statutes is created to read:
AB31-ASA1-AA1,3,1918 20.916 (10) Applicability. This section shall not apply to a person holding a
19state office, as defined in s. 5.02 (23).
AB31-ASA1-AA1, s. 2r 20Section 2r. 20.917 (3) (a) 1. of the statutes is amended to read:
AB31-ASA1-AA1,3,2321 20.917 (3) (a) 1. Lodging allowances shall be in accordance with the schedule
22established by the director of the office of state employment relations , but may not
23exceed the rate established under s. 13.123 (1) (a) 1
.
AB31-ASA1-AA1, s. 2t 24Section 2t. 71.05 (1) (b) of the statutes is repealed.".
