AB271-SA1,1,2 At the locations indicated, amend the bill, as shown by assembly substitute amendment 1, as follows:

AB271-SA1,1,3 1. Page 6, line 8: delete lines 8 to 19 and substitute:

AB271-SA1,1,4 " Section 2g. 16.966 of the statutes is renumbered 16.966 (1).

AB271-SA1, s. 2r Section 2r. 16.966 (2) of the statutes is created to read:

AB271-SA1,1,6 16.966 (2) (a) In this subsection:

AB271-SA1,1,7 1. Agency has the meaning given in s. 13.172 (1).

AB271-SA1,1,8 2. Local governmental unit has the meaning given in s. 16.97 (7).

AB271-SA1,1,9 3. Professional land surveyor has the meaning given in s. 443.01 (7m).

AB271-SA1,1,10 (b) The department shall do all of the following:

AB271-SA1,1,12 1. Develop written policies, technical standards, and best practices for all of the following:

AB271-SA1,2,2 a. The use of spatial data, geospatial technology, and geographic information systems by agencies and local governmental units.

AB271-SA1,2,7 b. The circumstances under which the disclaimer described in s. 443.14 (16m) (a) is required to be included on a map prepared using a geographic information system by an employee of an agency or a local governmental unit who is not a professional land surveyor and exceptions to the requirement that the disclaimer be included on a map.

AB271-SA1,2,10 2. Provide assistance to agencies and local governmental units to establish, for purposes of s. 443.14 (16m) (b), written policies, technical standards, and best practices for all of the following:

AB271-SA1,2,12 a. The use of spatial data, geospatial technology, and geographic information systems by employees of agencies and local governmental units.

AB271-SA1,2,17 b. The circumstances under which an employee of an agency or local governmental unit who is not a professional land surveyor and who prepares a map using a geographic information system is required to include the disclaimer described in s. 443.14 (16m) (a) on the map and exceptions to the requirement that the disclaimer be included on the map.".

The agency or local governmental unit has established written policies, technical standards, and best practices governing the creation of maps using geographic information systems, the circumstances under which an employee of the agency or local governmental unit who is not a professional land surveyor is required to include the disclaimer described in par. (a) on such a map, and exceptions to the requirement that the disclaimer be included on such a map.

AB271-SA1,4,17 2. a. Except as provided in subd. 2. b., the map created by the employee falls within an exception established by the agency or local governmental unit under subd. 1.

AB271-SA1,4,23 b. No agency or local governmental unit may create an exception to the requirement under par. (a) that a disclaimer be included on a map created by an employee of the agency or local governmental unit who is using a geographic information system and who is not a professional land surveyor that is inconsistent with a written policy, technical standard, or best practice established by the department of administration under s. 16.966 (2) (b) 1.

AB271-SA1,5,2 3. The map is not being prepared in connection with the program under s. 93.70.".
