SB331-AA6,1,11 At the locations indicated, amend the bill as follows:
SB331-AA6,1,5 21. Page 2, line 2: on page 1, line 8, of the material inserted by senate
3amendment 1 to senate amendment 3, delete the material beginning with "use of"
4and ending with "Shares;" on line 9 and substitute "establishing an incentive
5program for fraud detection under Wisconsin Shares;".

7by senate amendment 3, delete the material beginning with that line and ending
8with page 6, line 18, and substitute:

10is repealed and recreated to read:
SB331-AA6,1,1211 49.197 (2) Incentive program for local fraud detection. (a) In this
12subsection:
SB331-AA6,1,1313 1. "County department" means a county department under s. 46.22 or 46.23.

12. "Subsidy program" means the child care subsidy program under s. 49.155.
SB331-AA6,2,32 3. "Tribal governing body" means an elected governing body of a federally
3recognized American Indian tribe.
SB331-AA6,2,184 (b) Subject to the approval of the joint committee on finance, the department
5shall by rule establish an incentive program that, using moneys from the allocation
6under s. 49.175 (1) (p), rewards county departments, Wisconsin Works agencies, and
7tribal governing bodies that administer the subsidy program for identifying fraud in
8the subsidy program. The rules shall specify that a county department, Wisconsin
9Works agency, or tribal governing body shall receive, for identifying fraudulent
10activity under the subsidy program on the part of a child care provider, an amount
11equal to the average monthly subsidy payment per child during the prior fiscal year,
12multiplied by the number of children participating in the subsidy program for whom
13the provider provides care, multiplied by 1.5 months. A county department,
14Wisconsin Works agency, or tribal governing body may use payments received under
15this subsection for any purpose for which moneys under the Temporary Assistance
16for Needy Families block grant program may be used under federal law. No later
17than March 1, 2010, the department shall submit its plan for the incentive program
18to the joint committee on finance for the approval of the committee.
