SENATE AMENDMENT 1, TO SENATE BILL 519

SB519-SA1,1,1 At the locations indicated, amend the bill as follows:

SB519-SA1,1,2 1. Page 1, line 1: delete "funding for".

SB519-SA1,1,3 2. Page 2, line 3: after that line insert:

SB519-SA1,1,5 " Section 1c. 196.504 (2) (c) of the statutes, as affected by 2015 Wisconsin Act 55, is amended to read:

SB519-SA1,2,4 196.504 (2) (c) To establish criteria for evaluating applications and awarding grants under this section. The criteria shall prohibit grants that have the effect of subsidizing the expenses of a telecommunication provider or the monthly bills of telecommunications customers. The criteria shall give priority to projects that include matching funds, that involve public-private partnerships, that affect areas with no broadband service providers, that are scalable, that are located in counties with the highest unemployment rates in the state, that are located in counties with the lowest rates of broadband access in the state, or that affect a large geographic area or a large number of underserved individuals or communities. The criteria shall give highest priority to projects that are located in counties with the highest unemployment rates in the state and the lowest rates of broadband access in the state.

SB519-SA1,1x Section 1x. Nonstatutory provisions.

SB519-SA1,2,8 (1) Federal broadband opportunities. No later than August 1, 2016, the public service commission shall submit a report to the joint committee on finance on federal broadband expansion funding opportunities.".

SB519-SA1,2,9 3. Page 2, line 8: delete "$4,500,000" and substitute "$10,000,000".

SB519-SA1,2,11 4. Page 2, line 9: delete "decreased by $1,500,000" and substitute "increased by $10,000,000".

SB519-SA1,2,12 5. Page 2, line 10: after that line insert:

SB519-SA1,2,14 "(2) General fund transfer. There is transferred from the general fund to the universal service fund $5,000,000 in each fiscal year of the 2015-17 biennium.".
