(2) (c) To establish criteria for evaluating applications and awarding
7grants under this section. The criteria shall prohibit grants that have the effect of
8subsidizing the expenses of a telecommunication provider or the monthly bills of
9telecommunications customers. The criteria shall give priority to projects that
10include matching funds, that involve public-private partnerships, that affect areas
11with no broadband service providers, that are scalable,
that are located in counties
12with the highest unemployment rates in the state, that are located in counties with
13the lowest rates of broadband access in the state, or that affect a large geographic
1area or a large number of underserved individuals or communities.
The criteria shall
2give highest priority to projects that are located in counties with the highest
3unemployment rates in the state and the lowest rates of broadband access in the
4state.

Federal broadband opportunities. No later than August 1, 2016, the public
7service commission shall submit a report to the joint committee on finance on federal
8broadband expansion funding opportunities.".
