(10) Fee, rate adjustments. (a) If the state or a political subdivision imposes
4or charges a fee or rate under sub. (2) (c), (3) (d), or (4) (a), the state or a political
5subdivision may increase the fee or rate, under par. (b), no sooner than 5 years after
6it is first imposed or charged, and no sooner than every 5 years after such a fee or rate
7is last increased under par. (b).

(b) The maximum amount by which a fee or rate may be increased as described
9under par. (a) shall be by a percentage equal to the percentage change between the
10U.S. consumer price index for all urban consumers, U.S. city average, for the month
11of August of the previous year and the U.S. consumer price index for all urban
12consumers, U.S. city average, for the month of August of the year in which the fee
1or rate is first imposed or charged by the state or the political subdivision, as
2determined by the federal department of labor. Each amount that is revised under
3this paragraph shall be rounded to the nearest whole dollar. If the revised amount
4is 50 cents, such an amount shall be increased to the next higher whole dollar.”.
