ENROLLED JOINT RESOLUTION
Relating to: the life and public service of Blair L. Testin.
Whereas, Blair L. Testin was born on March 5, 1930, in Minneapolis, Minnesota, and died at the age of 70 on November 1, 2000, in Middleton, Wisconsin; and
Whereas, Mr. Testin graduated from Washburn High School in Minneapolis in 1948 and earned a degree in business administration from the University of Minnesota; and
Whereas, Mr. Testin served in the U.S. Army in Germany from 1952 to 1954; and
Whereas, Mr. Testin was the general manager of a food service operation for Walgreen's in Minneapolis from 1967 to 1969; and
Whereas, Mr. Testin was the assistant executive secretary to the Minnesota Legislative Retirement Study Commission from 1969 to 1973; and
Whereas, Mr. Testin was the director of retirement research for the state of Wisconsin from September 1973, until his retirement on June 30, 1995; and
Whereas, Mr. Testin, after his retirement, was a consultant from October 1995, to December 1997, for the 2 retirement committees that he had so ably served for 22 years; and
Whereas, Mr. Testin was one of the first in the country to obtain the designation of certified employee benefits specialist through the International Foundation of Employee Benefit Plans and the Wharton School of the University of Pennsylvania and was one of the first members of the International Society of Certified Employee Benefit Specialists; and
Whereas, Mr. Testin was a former member of the Board of Directors of the Government Finance Officers Association; and
Whereas, Mr. Testin was a former member of the International Foundation of Employee Benefit Plans, the National Association of Government Deferred Compensation Administrators, the National Association of State Retirement Administrators, and the National Council on Teacher Retirement; and
Whereas, Mr. Testin served on the Pension Roundtable of the National Retired Teachers Association and the Capitol City Task Force of Wisconsin AARP; and
Whereas, Mr. Testin, was involved with the Wisconsin Coalition of Annuitants and the Wisconsin Retired Educators Association; and
Whereas, Mr. Testin was a member of Bethel Lutheran Church and was a past chairman of Oakwood Lutheran Homes; and
Whereas, Mr. Testin was a member of the Madison Elks Lodge 410; and
Whereas, Mr. Testin is survived by his wife of 46 years, 4 children and their spouses, 7 grandchildren, and one brother; now, therefore, be it
Resolved by the assembly, the senate concurring, That the members of the Wisconsin legislature commend the devoted public service that Blair L. Testin contributed to this state and its citizens, express their sorrow at his death, and extend their condolences to his family and friends; and, be it further
Resolved, That the assembly chief clerk shall provide copies of this joint resolution to Mr. Testin's wife, Pam; to his children, Sandy of Waupaca; Becky of San Antonio, Texas; Tammy of Middleton; and Matt of Marinette; and to his brother, Rex, of Mesa, Arizona.
