2013 Senate Resolution 7
ENGROSSED RESOLUTION
Relating to: the life and public service of Jacob Matthew Clark.
Whereas, First Lieutenant Jacob Matthew Clark was born July 10, 1980, to Raphael and JoAnne Clark at St. Mary's Hospital in Green Bay, Wisconsin; and
Whereas, Jacob grew up in Pulaski, Wisconsin, attended Pulaski High School, and was a proud member of the Pulaski Red Raiders wrestling team; and
Whereas, Jacob was very proud of his Polish heritage and Pulaski roots, which shaped his love of Wisconsin and interest in public service, motivating him to earn a Bachelor of Science degree from the University of Wisconsin-La Crosse in political science and public administration in 2002; and
Whereas, after college, Jacob enlisted in the United States Army Reserve, serving in the 428th Engineer Company out of Wausau, Wisconsin, before joining the 364th Public Affairs Detachment out of Fort Snelling, Minnesota; and
Whereas, Jacob proudly deployed to Afghanistan and Iraq in 2004 and 2008, respectively, and in honor of his heroic service to his country, received the Afghanistan Campaign Medal, the Iraq Campaign Medal, the Global War on Terrorism Medal, the Army Commendation Medal, the Army Reserve Commendation Medal, the Meritorious Service Medal, the Good Conduct Medal, the NCO Professional Development Ribbon, the Army Service Ribbon, and the Armed Forces Reserve Medal with a Mobilization Appurtenance two times; and
Whereas, while not on deployment, Jacob began working for the Wisconsin State Senate Sergeant at Arms in September 2006, serving as Deputy Sergeant at Arms, and in that capacity, taught dozens of Senate messengers how to carry out the duties of the office with efficiency while instructing them on the fundamental operations of government; and
Whereas, Jacob ran and administered the Senate Scholar program and also provided tours of the Capitol dome to staff and visitors, sharing his wealth of knowledge of the building's history, construction, and political legacies; and
Whereas, Jacob brought entertainment and lightheartedness to the workplace, encouraged everyone to "Page Like a Champion," and most importantly, fostered the value of camaraderie in the Sergeant's office, which encouraged the development of long-lasting friendships among the staff; and
Whereas, Jacob enjoyed collecting and selling Wisconsin antiques, ice fishing, and hunting in northern Wisconsin, and above all else, valued his relationships with people, always had a joke to tell, and lived by the art of stopping by; and
Whereas, Jacob served as a brother to his fellow soldiers, a mentor to his coworkers, and a loyal friend to both; and
Whereas, Jacob was a caring brother and son to his family and a devoted and loving father to his own three sons, Mark Steven, Cyrus Ibrahim, and Louis Vincent; and
Whereas, Jacob died on September 16, 2013, in Madison, Wisconsin, and is survived by his three sons and their mother, Hollie Clark; his mother; two brothers; five sisters; and seventeen nieces and nephews; and
Whereas, Jacob will be deeply missed by his friends and family; now, therefore, be it
Resolved by the senate, That the members of the Wisconsin state senate do commend the devoted public service of First Lieutenant Jacob Matthew Clark to the State of Wisconsin and to the country, express their sorrow at his death, and extend their condolences to his family and friends; and, be it further
Resolved, That the senate chief clerk shall provide a copy of this Senate Resolution to Jacob's mother, JoAnne Clark; his sister, Rochelle Isaacson; his brother, Mark Clark; his three sons, Mark, Cyrus, and Louis; and his friends Ted Blazel and Cory Poulin.
