AB1007,1,2 1An Act to create 84.013 (6g) of the statutes; relating to: the designation of a
2major highway project for STH 22 in Waupaca County.

Current law requires that any major highway project, unlike other construction
projects undertaken by the department of transportation (DOT), must receive the
approval of the transportation projects commission (TPC) and the legislature before
the project may be constructed. A major highway project is a project having a total
cost of more than $5,000,000 and involving construction of a new highway 2.5 miles
or more in length; reconstruction or reconditioning of an existing highway that relo
cates at least 2.5 miles of the highway or adds one or more lanes 5 miles or more in
length to the highway; or improvement of an existing multilane divided highway to
freeway standards. There are currently 66 major highway projects approved for con
struction.
This bill adds construction of a new portion of STH 22, designated as the Wau
paca bypass, in Waupaca County, to the list of projects already approved for construc
tion. DOT may undertake this major highway project without approval of the project
by TPC.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:

5the department may proceed with construction of a major highway project consisting

1of STH 22 beginning approximately 1.5 miles east of the intersection of STH 22 and
2Churchill Street in the city of Waupaca and proceeding southerly to USH 10 near its
3junction with CTH "A", designated as the Waupaca bypass, in Waupaca County. The
4department may construct the major highway project under this subsection without
5first submitting the project to the transportation projects commission for its recom
6mendations and report and without specific authorization under sub. (3).
