AB179,1,3 1An Act to repeal 45.11 (2) and 45.14 (3); to renumber and amend 45.11 (1); and
2to amend 45.14 (2) of the statutes; relating to: the appointment of county
3veterans' service officers.
Analysis by the Legislative Reference Bureau
Under current law, in counties with a county executive or county administrator,
that official appoints and supervises the county veterans' service officer and appoints
assistant county veterans' service officers. In all other counties, the county board
elects a county veterans' service officer and appoints assistant county veterans'
service officers.
Under current law, a 3-member county veterans' service commission is
appointed by the county executive or by the chairman of the county board in counties
without a county executive. In counties where the county veterans' service officer is
elected by the county board, the county veterans' service commission may furnish aid
and services to needy veterans. In counties where the county executive or county
administrator appoint a county veterans' service officer, the county veterans' service
officer has the responsibility to furnish aid and services to needy veterans.
This bill gives the responsibility to provide aid and services to needy veterans
to the county veterans' service commission.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
AB179, s. 1 4Section 1. 45.11 (1) of the statutes is renumbered 45.11 and amended to read:

145.11 Estimate of amount needed. Except as provided under sub. (2), the

3required under s. 45.10 and shall file such estimate with the county board.

AB179, s. 2 5Section 2. 45.14 (2) of the statutes is amended to read:
AB179,2,196 45.14 (2) Except as provided under sub. (3), the The commission may furnish
7aid to any person within s. 45.10 if the right of such person to aid shall be established
8to its satisfaction. The secretary of the commission shall make and deposit with the
9county clerk a list containing the name, place of residence and the amount to be paid
10each such person, which shall be signed by the chairperson and secretary. The total
11disbursements made by the commission shall not exceed the amount collected from
12the tax levied. When such lists are filed the county clerk shall issue an order upon
13the county treasurer for the sum designated therein in each case and deliver it to the
14person entitled thereto. The commission may furnish aid in a different manner than
15by supplying money. The commission may request the county clerk to issue an order
16upon the county treasurer to a purveyor of services or commodities for the purchase
17of such services or commodities or the commission may furnish such supplies as it
18deems best. The commission shall make a detailed report to the county board at each
19annual session thereof showing the amount expended.
AB179, s. 4 20Section 4. 45.14 (3) of the statutes is repealed.
