AB435,1,2 1An Act to amend 13.48 (14) (d) 2., 16.505 (2m) and 16.967 (6) of the statutes;
2relating to: reports regarding the University of Wisconsin System.
Analysis by the Legislative Reference Bureau
Under current law, each state agency having surplus land must biennially
submit to the building commission and the joint committee on finance an inventory
containing the description, location and fair market value of each parcel of surplus
land. This bill exempts the board of regents of the University of Wisconsin (UW)
System from this requirement.
Currently, certain state agencies, including the UW board of regents, must
biennially submit to the land information board a plan to integrate land information
to enable such information to be readily translatable, retrievable and geographically
referenced for use by any state, local governmental unit or public utility. This bill
exempts the UW board of regents from this requirement.
Current law authorizes the UW board of regents to create or abolish positions
funded from certain revenues. Quarterly, the board must report to the department
of administration and the joint committee on finance concerning the number of such
positions created or abolished during the preceding quarter. This bill requires the
board to report annually instead of quarterly.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
AB435, s. 1 3Section 1. 13.48 (14) (d) 2. of the statutes is amended to read:
AB435,2,34 13.48 (14) (d) 2. Biennially, beginning on January 1, 1984, each state agency
5having surplus land, other than the board of regents of the University of Wisconsin

shall submit to the commission and the joint committee on finance an
2inventory containing the description, location and fair market value of each parcel
3of surplus land.
AB435, s. 2 4Section 2. 16.505 (2m) of the statutes is amended to read:
AB435,2,125 16.505 (2m) The board of regents of the university of Wisconsin system may
6create or abolish a full-time equivalent position or portion thereof from revenues
7appropriated under s. 20.285 (1) (j) or (m). No later than the last day of the month
8following completion of each calendar quarter
Annually by August 1, the board of
9regents shall report to the department and the cochairpersons of the joint committee
10on finance concerning the number of full-time equivalent positions created or
11abolished by the board under this subsection during the preceding calendar quarter
12fiscal year and the source of funding for each such position.
AB435, s. 3 13Section 3. 16.967 (6) of the statutes is amended to read:
AB435,2,2214 16.967 (6) Reports. By March 31, 1990, and biennially thereafter, the
15departments of administration, agriculture, trade and consumer protection,
16development, health and social services, industry, labor and human relations,
17natural resources, revenue and transportation, and the board of regents of the
18university of Wisconsin system,
the public service commission and the board of
19curators of the historical society shall each submit to the board a plan to integrate
20land information to enable such information to be readily translatable, retrievable
21and geographically referenced for use by any state, local governmental unit or public
22utility.
