AB636,1,2 1An Act to create 69.20 (3) (dm) of the statutes; relating to: the release of
2information from vital records to law enforcement officers.

Under current law, the state registrar of vital statistics (state registrar) and
registers of deeds and city registrars (local registrars) are responsible for
maintaining a system of vital statistics, including the filing, registration, collection,
preservation, amendment and certification of vital records such as certificates of
birth, death, divorce or annulment, marriage documents and data related to those
certificates and documents. The state registrar or a local registrar may not disclose
a vital record or any information from a vital record, except that the state registrar
or a local registrar may release information from a vital record to the following: the
subject of the information; the subject's parent or guardian, if the subject is a minor;
a federal agency, an agency of the government of this state or an agency of a county,
city, town or village, if the agency requests the information for use in the conduct of
its official duties; or certain persons or agencies compiling statistics or doing health
or demographic research. In addition, a court may order the disclosure of a specific
vital record.
This bill permits the state registrar or a local registrar to disclose to a law
enforcement officer, at the request of that officer, any information from the vital
record of a specified registrant if the information requested by the law enforcement
officer is necessary for law enforcement purposes.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
