AB655,1,2 1An Act to repeal 121.91 (4) (a) 3. of the statutes; relating to: adjusting a school
2district's revenue limit upon the transfer of services.

Under current law, if the responsibility for providing a service is transferred
from one school district to another, the department of public instruction must ensure
that the decrease in the former school district's revenue limit occurring as a result
of the transfer is equal to or greater than the increase in the latter school district's
revenue limit occurring as a result of the transfer.
This bill eliminates this provision. Under the bill, if responsibility for providing
a service is transferred to a school district from another governmental unit, the
school district's revenue limit is increased by the cost of providing the service; and
if responsibility for providing a service is transferred from a school district to another
governmental unit, the school district's revenue limit is decreased by the cost that
the school district would have incurred to provide the service.
The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
