AB851,1,2 1An Act to repeal 304.06 (1r) of the statutes; relating to: grant of parole for edu
2cational achievement.

Under current law, if a person is eligible for release on parole, the parole com
mission may grant that release. There are various formulas and requirements for
determining when or if a person is eligible for parole and various factors for the pa
role commission to consider. One part of this law requires the parole commission to
grant parole, unless there are overriding reasons not to do so, to any parole-eligible
inmate who has met certain educational achievement goals, such as participating in
a literacy program and attaining at least a 6th grade reading level. This bill elimi
nates this special type of parole consideration for educational achievement.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
AB851, s. 1 3Section 1. 304.06 (1r) of the statutes is repealed.
AB851, s. 2 4Section 2. Initial applicability.
AB851,1,6 5(1)  This act first applies to grants of parole for persons who commit offenses
6on the effective date of this subsection.
