1995 - 1996 LEGISLATURE
February 13, 1996 - Introduced by Representatives Reynolds, Kreuser and
Goetsch, cosponsored by Senator Schultz. Referred to Committee on Natural
Resources.
AB882,1,3 1An Act to repeal 159.31 (3) (c) 2e.; and to amend 159.31 (3) (c) 2m. and 159.31
2(3) (c) 2s. of the statutes; relating to: delaying scheduled increases in the
3specified minimum percentage of postconsumer fiber contained in newsprint.
Analysis by the Legislative Reference Bureau
Under current law, the publisher of a newspaper is required to pay a newspaper
recycling fee unless the newsprint on which the newspaper is printed contains a
specified minimum percentage of fiber derived from postconsumer waste. The
newspaper recycling fee is based on the volume of newsprint used by that publisher.
This bill delays the scheduled increase in the specified minimum percentage of
postconsumer fiber contained in newsprint. The bill delays from January 1, 1996,
to January 1, 1998, the specification that newsprint contain at least 35%
postconsumer fiber. The bill delays from January 1, 1998, to January 1, 2000, the
specification that newsprint contain at least 40% postconsumer fiber. The bill does
not change the specification that newsprint contain at least 45% postconsumer fiber,
the greatest specified minimum percentage, by January 1, 2001.
For further information see the state fiscal estimate, which will be printed as
an appendix to this bill.
