AB903,1,3 1An Act to amend 341.08 (7) and 343.20 (4) of the statutes; relating to: delaying
2the expiration dates of operators' licenses and motor vehicle registrations of
3military armed forces personnel serving in certain military operations.
Analysis by the Legislative Reference Bureau
Current law extends the expiration date of the operator's license or motor
vehicle registration of any person whose operator's license or motor vehicle
registration will expire while that person is serving in the U.S. armed forces in the
Middle East as part of Operation Desert Shield or Desert Storm. The extension
delays the expiration date until 30 days after the operator or registrant completes
his or her military service in the Middle East as part of those operations. Operation
Desert Shield ended on January 16, 1991. Operation Desert Storm ended on
February 28, 1991.
This bill grants this extension for military personnel serving in any military
operation immediately succeeding Operation Desert Shield or Desert Storm in the
Middle East or its nearby waters. The bill creates an extension of the expiration date
of the operator's license or motor vehicle registration for military personnel serving
in the Balkan States as part of Operation Joint Endeavor, the ongoing NATO
operation in the former Republic of Yugoslavia, or serving in any military operation
in the Balkan States immediately succeeding Operation Joint Endeavor.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
AB903, s. 1 4Section 1. 341.08 (7) of the statutes is amended to read:

1341.08 (7) A vehicle's registration does not expire on the date of expiration of
2registration under ss. 341.25 to 341.36 if, on that date of expiration, the registrant
3is serving in the U.S. armed forces in the Middle East or in the territorial or
4international waters adjacent to the Middle East as a participant in or in support of
5Operation Desert Shield or Desert Storm, or is serving in the U.S. armed forces in
6the Balkan States or in the territorial or international waters adjacent to the Balkan
7States as a participant in or in support of Operation Joint Endeavor, or in any
8military operation in those regions immediately succeeding those operations
. Any
9registration extended under this subsection expires 30 days after the registrant
10completes his or her military service in that geographic area as a participant in or
11in support of those operations. If a registration is renewed after an extension under
12this subsection, the renewal period shall begin on the day after the date of expiration
13of registration.

16expiration date on the license if, on that expiration date, the licensee is serving in the
17U.S. armed forces in the Middle East or in the territorial or international waters
18adjacent to the Middle East as a participant in or in support of Operation Desert
19Shield or Desert Storm, or is serving in the U.S. armed forces in the Balkan States
20or in the territorial or international waters adjacent to the Balkan States as a
21participant in or in support of Operation Joint Endeavor, or in any military operation
22in those regions immediately succeeding those operations
. Any license extended
23under this subsection expires 30 days after the licensee completes his or her military
24service in that geographic area as a participant in or in support of those operations.
