AB991,1,4 1An Act to amend 29.09 (9m) (a) 1m., 29.09 (9m) (b) and 29.092 (13m) (a); and
2to create 29.092 (2) (ky), 29.092 (13m) (am) and 29.1075 (1m) of the statutes;
3relating to: issuing bonus deer hunting permits to certain landowners and
4granting rule-making authority.
Analysis by the Legislative Reference Bureau
Under current law, the department of natural resources (DNR) may issue bonus
deer hunting permits to residents and nonresidents who hold licenses that authorize
the hunting of deer. This allows the holder to kill an additional deer of the sex or type
authorized by DNR. Under current law, applicants for these permits must pay a fee
for the permit, plus an application processing fee. Under this bill, if DNR determines
that the number of bonus deer hunting permits available for a deer management
area will exceed the number of applications submitted for the permits, DNR by rule
may authorize the issuance of bonus deer hunting permits for free to residents of this
state who own at least 100 acres of land that are located in whole or in part in the
deer management area.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:

AB991, s. 2 3Section 2. 29.09 (9m) (b) of the statutes, as created by 1995 Wisconsin Act 27,
4is amended to read:
AB991,2,165 29.09 (9m) (b) If a person applies jointly for a hunter's choice deer hunting
6permit and a bonus deer hunting permit, the person shall pay a single processing fee.
7A person who applies for a bonus deer hunting permit is exempt from paying an
8additional processing fee if the person has already applied for a hunter's choice deer
9hunting permit for the same season. If the department authorizes the issuing of
10more than one bonus deer hunting permit to a person in a single season under s.
1129.1075 (2), the person is exempt from paying an additional processing fee for an
12application for the 2nd or subsequent bonus deer hunting permit. If the department
13authorizes the issuing of more than one bonus deer hunting permit to a person in a
14single season under s. 29.1075 (2), the person is exempt from paying an additional
15processing fee for an application for any of the bonus deer hunting permits if the
16person is exempted from the application fee under s. 29.09 (9m) (a) 1m.

19for a bonus deer hunting permit issued to a resident landowner under s. 29.1075

11under par. (b) without the residents having to pay any fee, including any processing
12fee.
