AR24,1,3 To renumber and amend assembly rule 11 (9); to amend assembly rule 14 (1); and to create assembly rule 11 (9) (b); relating to: requiring committee hearings on proposed administrative rules.

This resolution requires a committee chairperson to schedule a hearing on a proposed administrative rule referred to the committee if so requested by one-third of the members of the committee.

AR24,1,4 Resolved by the assembly, That:

AR24, s. 1 Section 1. Assembly rule 11 (9), as affected by 1995 Assembly Resolution 2, is renumbered assembly rule 11 (9) (a) and amended to read:

AR24,1,10 Assembly Rule 11 (9) (a) The chairperson shall determine, subject to par. (b), when proposals or other business will be scheduled for public hearing or executive action, and, subject to rule 17m, when committee actions shall be reported to the assembly.

AR24, s. 2 Section 2. Assembly rule 11 (9) (b) is created to read:

AR24,2,3 Assembly Rule 11 (9) (b) The chairperson of a committee shall publish or post a notice of a hearing to review a proposed administrative rule referred to the committee if one-third of the members of the committee, in writing, so request the chairperson within the rule's 30-day review period under section 227.19 (4) of the statutes. If so requested, the chairperson shall publish or post the notice within the rule's 30-day review period under section 227.19 (4) of the statutes.

AR24, s. 3 Section 3. Assembly rule 14 (1) is amended to read:

AR24,2,7 Assembly Rule 14 (1) Any proposal referred to a committee, and any other business relevant to its title, may at the discretion of the chairperson , subject to assembly rule 11 (9) (b), be scheduled for public hearing.
