SB233,1,4 1An Act to create 15.07 (1) (a) 6., 15.07 (5) (qm), 15.77, 20.545 and 146.185 of the
2statutes; relating to: establishing a minority health board, creating a program
3of grants to improve the health status of economically disadvantaged minority
4group members and making appropriations.
Analysis by the Legislative Reference Bureau
This bill establishes, as an independent agency, a 14-member minority health
board. The bill specifies various duties of the minority health board that are related
to issues of concern to the health interests of economically disadvantaged minority
group members, as defined in the bill. The bill provides funding of general purpose
revenues in fiscal years 1995-96 and 1996-97 for general program operations of the
minority health board and for a program of grants that the minority health board
must award for activities to improve the health status of economically disadvantaged
minority group members. The minority health board must biennially submit a
report on its activities to the governor and to the standing committees of the
legislature.
The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
SB233, s. 1 5Section 1. 15.07 (1) (a) 6. of the statutes is created to read:
SB233,1,76 15.07 (1) (a) 6. Members of the minority health board appointed under s. 15.77
7(1) to (3) shall be appointed as provided in that section.
SB233, s. 2 8Section 2. 15.07 (5) (qm) of the statutes is created to read:

115.07 (5) (qm) Voting members of the minority health board, $25 per day.
SB233, s. 3 2Section 3. 15.77 of the statutes is created to read:
SB233,2,4 315.77 Minority health board. There is created a minority health board
4consisting of all of the following members appointed for 3-year terms:
SB233,2,5 5(1) One nonvoting member who is appointed by the president of the senate.
SB233,2,6 6(2) One nonvoting member who is appointed by the speaker of the assembly.
SB233,2,8 7(3) One nonvoting member who is the secretary of health and social services
8or his or her designee.
SB233,2,13 9(4) Eleven voting members, at least 6 of which shall be minority group
10members, as defined in s. 146.185 (1) (g), who are appointed from residents of this
11state who have a demonstrated professional or personal interest in problems of the
12health of minority persons. These members shall be selected so as to include, as
13much as possible, all of the following:
SB233,2,1514 (a) A reasonably equitable representation of urban and rural communities and
15a reasonably equitable representation with respect to gender.
SB233,2,1916 (b) The recommendations of statewide or local nonprofit organizations that
17represent the health interests of minority group members, as defined in s. 146.185
18(1) (g), including the Wisconsin Indian tribes and the Great Lakes inter-tribal
19council.

SB233,3,97 (b) Grants to improve health status of minority group members. As a continuing
8appropriation, the amounts in the schedule to make grants for activities to improve
9the health status of minority group members under s. 146.185 (5).
SB233,3,1210 (i) Gifts and grants. All moneys received as contributions, gifts, grants and
11bequests for the activities of the minority health board, to carry out the purposes for
12which made and received.
SB233,3,1513 (ky) Interagency and intra-agency aids. All moneys received from other state
14agencies and all moneys received by the board from the board for aids to individuals
15and organizations.
SB233,3,1816 (kz) Interagency and intra-agency local assistance. All moneys received from
17other state agencies and all moneys received by the board from the board for local
18assistance.

1(na) Federal program operations. All moneys received from the federal
2government or any of its agencies for the state administration and general program
3operations of the minority health board.
SB233,4,64 (nb) Federal program aids. All moneys received from the federal government
5or any of its agencies for continuing programs to be expended as aids to individuals
6or organizations for the purposes specified.
SB233,4,97 (nL) Federal program local assistance. All moneys received from the federal
8government or any of its agencies for continuing programs to be expended as local
9assistance for the purposes specified.
SB233, s. 6 10Section 6. 146.185 of the statutes is created to read:
SB233,4,11 11146.185 Minority health board. (1) In this section:
SB233,4,1312 (a) "African American" means a person whose ancestors originated in any of the
13black racial groups of Africa.
SB233,4,1714 (b) "American Indian" means a person who is enrolled as a member of a
15federally recognized American Indian tribe or band or who possesses documentation
16of at least one-fourth American Indian ancestry or documentation of tribal
17recognition as an American Indian.
SB233,4,1918 (c) "Asian" means a person whose ancestors originated in Asia south and
19southeast of the Himalayas and west of Wallace's Line in the Malay Archipelago.
SB233,4,2020 (d) "Board" means the minority health board.
SB233,4,2221 (e) "Economically disadvantaged" means having an income that is at or below
22125% of the poverty line.
SB233,4,2523 (f) "Hispanic" means a person of any race whose ancestors originated in Mexico,
24Puerto Rico, Cuba, Central America or South America or whose culture or origin is
25Spanish.

1(g) "Minority group member" means any of the following:
SB233,5,22 1. An African American.
SB233,5,33 2. An American Indian.
SB233,5,44 3. A Hispanic.
SB233,5,55 4. An Asian.
SB233,5,76 (h) "Poverty line" means the nonfarm federal poverty line for the continental
7United States, as defined by the federal department of labor under 42 USC 9902 (2).
SB233,5,88 (i) "State agency" has the meaning given in s. 16.004 (12) (a).
SB233,5,9 9(2) The board shall do all of the following:
SB233,5,1210 (a) Identify the barriers to health care that prevent economically
11disadvantaged minority group members in this state from participating fully and
12equally in all aspects of life.
