SB265,1,3 1An Act to amend 20.866 (2) (z) (intro.) of the statutes; relating to: authorizing
2the funding and construction of the Northern Great Lakes Regional Visitor
3Center and granting bonding authority.

This bill adds the Northern Great Lakes Regional Visitor Center in Ashland to
the projects enumerated in the 1993-95 state building program. The project is to be
funded with $3,500,000 in general fund supported borrowing and $3,500,000 in
federal funds. Under the bill, if the building commission approves the project, the
building commission shall authorize the contracting of public debt for the purpose
of making payments to the federal government for the construction of the center. The
total amount of the payments to the federal government shall be determined by the
building commission, but shall not exceed the lesser of $3,500,000 or 50% of the cost
of constructing the center. Under current law, the department of administration has
certain specified responsibilities with respect to state construction. Because the
federal government will construct the project, the bill provides that,
notwithstanding these provisions in current law, the department of administration
shall not supervise any services or work or let any contract for the project. The bill
also requires the building commission to include, in its recommendations for the
1997-99 state building program, $600,000 in general fund supported borrowing and
$600,000 in federal funds for the Northern Great Lakes Regional Visitor Center.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:

120.866 (2) (z) Building commission; other public purposes. (intro.) From the
2capital improvement fund, a sum sufficient to the building commission for relocation
3assistance and capital improvements for other public purposes authorized by law but
4not otherwise specified in this chapter. The state may contract public debt in an
5amount not to exceed $602,129,000 $605,629,000 for this purpose. Of this amount,
6$111,673,000 is allocated for the Wisconsin initiative for state technology and applied
7research program. The total amount of debt authorized for this program may not
8exceed the following amounts on the following dates:

SB265,4,719 (3) Northern Great Lakes Regional Visitor Center. If the building
20commission approves the Northern Great Lakes Regional Visitor Center project, the
21building commission shall authorize the contracting of public debt under section
2220.866 (2) (z) of the statutes, as affected by this act, for the purpose of making
23payments to the federal government for the construction of the center. The total
24amount of the payments under this subsection shall be determined by the building
25commission, but shall not exceed the lesser of the amount enumerated in the state

1building program for the project under general fund supported borrowing or 50% of
2the cost of constructing the center. The building commission may not make
3payments under this subsection, unless the department of administration has
4reviewed and approved the plans for the center. Notwithstanding sections 16.85 (1)
5and 16.855 (1) of the statutes, the department of administration shall not supervise
6any services or work or let any contract for the project. Sections 16.87 and 16.89 of
7the statutes do not apply to the project.
