SB315,1,3 1An Act to amend 15.07 (1) (a) 3. and 15.16 (1) (intro.); and to create 15.16 (1)
2(e) of the statutes; relating to: increasing the membership of the employe trust
3funds board.
Analysis by the Legislative Reference Bureau
Under current law, the employe trust funds board (board) directs and
supervises the department of employe trust funds. The board consists of 12
members: the governor or the governor's designee on the group insurance board, the
secretary of employment relations or the secretary's designee, 4 members from the
teachers retirement board, 4 members from the Wisconsin retirement board, one
member who is not a participant or beneficiary under the Wisconsin retirement
system (WRS) and one member who is an annuitant under the WRS.
This bill increases the board to 13 members, requiring that one member be
elected who is a participant under the WRS and who is a school district employe, but
who is not a teacher or professional employe.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
SB315, s. 1 4Section 1. 15.07 (1) (a) 3. of the statutes is amended to read:
SB315,1,75 15.07 (1) (a) 3. Members of the employe trust funds board appointed or elected
6under s. 15.16 (1) (a), (b) and, (d) , and (e) shall be appointed or elected as provided
7in that section.

1Section 2. 15.16 (1) (intro.) of the statutes is amended to read:
SB315,2,62 15.16 (1) Employe trust funds board. (intro.) The employe trust funds board
3shall consist of 12 members. The board shall consist of the governor or the governor's
4designee on the group insurance board, the secretary of employment relations or the
5secretary's designee and 10 11 persons appointed or elected for 4-year terms as
6follows:
SB315, s. 3 7Section 3. 15.16 (1) (e) of the statutes is created to read:
SB315,2,118 15.16 (1) (e) One member who is a participant in the Wisconsin retirement
9system and who is an employe of a school district, but who is not a teacher, as defined
10in s. 40.02 (55), or a professional employe, as defined in s. 111.70 (1) (L), elected by
11participating employes meeting the same criteria.
SB315, s. 4 12Section 4. Nonstatutory provisions; employe trust funds.
SB315,2,17 13(1)  Employe trust funds board; initial membership. Notwithstanding the
14length of terms or manner of appointment or election specified for members of the
15employe trust funds board under section 15.16 (1) (intro.) of the statutes, as affected
16by this act, the member specified under section 15.16 (1) (e) of the statutes, as created
17by this act, shall be initially appointed for a term expiring on May 1, 1997.
